Head of Digital Information and Records Team - Grade 7JOB PROFILEJob Title / Group / DirectorateHead of Digital Information and Records Delivery Team.Chief Operating Officers Group, Security and Information Directorate.Reports To: Head of Information and Records Management Strategy Delivery and Departmental Records Officer (Grade 6).Location & Terms of appointment: This is a permanent post based in 102 Petty France, London.Salary and Grade: This post is Grade 7.New entrants to the Civil Service will be expected to join on the minimum of the pay range. Existing Civil Servants will have their salary calculated in accordance with the Departments pay on transfer / pay on promotion rules.BackgroundThe role is based in the Information Services Division which is responsible for promoting effective information and records management across the Ministry of Justice. Information is critical in Ministry of Justices (MOJ) ability to make good decisions, develop effective policy and deliver effective services. It is therefore vital that we manage information effectively so it can be found when it is needed, so you, your colleagues and successors will be able to work more efficiently and the MOJ will be able to meet its legal obligations in the Freedom of Information, Data Protection/GDPR and Public Records Acts.Information management is the process of looking after information through its lifecycle from creating it and storing it so that it can be found quickly and easily, to sharing it appropriately and either deleting it or preserving it when we dont need it anymore. Good information management ensures that the right information is available to the right people at the right time in the right way.The MOJ through ISD is driving a digital records transformation. This is called the Digital Records Roadmap (DRR) and the Head of Digital Information and Records Team will spearhead the delivery of this work. You will lead the DRR Team and work closely with Justice Digital to ensure we are maximising the use of our technology to manage our digital information and departmental records effectively, compliantly and safely.As part of the MOJs Information Service Divisions senior leadership team, you will play a key role in the successful management and transformation of the departments digital information.Role Type: Leadership / Government knowledge and information management.Post Type: Permanent.Working Pattern: Full Time, Part Time/Job Share, Flexible Working. Main Activities and Responsibilities:This opportunity is to lead the Departments Digital information and Records Management Teams activities. The post holder will be expected to:Co-lead driving forward progress on implementing MOJs Information Wise Strategy, specifically the process and technology delivery pillar.Have joint strategic oversight of the Digital Records Roadmap project and delivery of new ways to manage MOJs digital information and records.Collaborate with ISD and Digital colleagues to develop the MOJs first strategic approach to the digital sensitivity review and operationalise the transfer of digital information and records to The National Archives.Develop and maintain influential and effective working relationships with stakeholders inside and outside the Department and outside government, including large third sector delivery organisations and influential information professional bodies.Lead colleagues from across the Information Services Division, work closely with the Justice Digital and others to ensure that the MOJs digital information assets are appropriately managed in line with legal requirements and user needs.We are looking for an outstanding candidate who will pick up this challenge quickly and confidently to lead a busy team in fulfilling the ambition to drive the move towards digital information review and preservation of records or deletion. You will also lead the identification of opportunities for and incorporation of modern technology and new ways of working into wider Departmental information policies, processes and guidance.The team works within a legislative framework (Public Records Act 1958 and 1967, GDPR and Data Protection Act 2018, Freedom of Information Act 2000) and in accordance with guidelines set by independent inquiries to obtain, store, safeguard and preserve records, making them available to the public where appropriate.The post is located with the team in 102 Petty France, London.Key responsibilities include:Reporting to the Head of Information and Records Management Strategy Delivery and Departmental Records Officer and working with peers you will:Lead the Departments transformation journey onto new digital records management solutions.Set the direction for migration off the MOJs current corporate digital records system and onto the new digital solution. You will act as the intelligent client for this to ensure a smooth service is provided throughout.Determine and set the information and records management policy that underpins the current application and new solution, feeding into and driving future digital information management technology to ensure that these support user behaviours. Contribute to the strategic direction for the use of technology in information management and collaborative working that will deliver new and effective business capabilities and ensure compliance with information legislation.Ensure that digital information and record keeping across the MOJ is consistent with the MOJs information management handling regimes and information lifecycle.Own the plan and provide assurance that the digital sensitivity review and transfer of digital records is managed effectively and to high standards: This involves taking full responsibility for developing and executing a comprehensive plan to review and transfer digital records. The candidate must ensure that the process adheres to high standards of accuracy, security, and compliance across MOJ and 3rd party suppliers.Drive the development of a digital information management capability roadmap, ensuring that MOJ gains maximum value-for-money from its IT investment and that changes are managed, timed and supported.Identify opportunities and drive improvements to improve the effective use of MS SharePoint/Teams etc with MOJ Directorates including Digital and Technology. Work with other government departments records teams and the Government Digital Service to share best-practice and develop appropriate policies. Stay informed about technology development and best practice to anticipate technical advances that could benefit MOJs information management needs.Management of ResourcesYou will have line management of two direct reports and a wider team of five staff.Behaviours:LeadershipChanging and improvingCommunicating and influencingDelivering at paceEssential Experience: Experience in successfully leading a digital records/information management service team. Experience in successfully driving transformation of records and information management services including through process improvement and leveraging of technology e.g. M365/Google Suite. Knowledge and understanding of the legal landscape governing information and records management and access, retention and deletion. Understanding of records management processes and policies and challenges across a large organisation, ensuring compliance with legal requirements and user needs. Understanding of Microsoft 365 Records Management functionality in Microsoft Purview, leveraging tools like Microsoft Retention Labels to manage digital information and records effectively. Excellent leadership and interpersonal skills. Proven experience of building, influencing and maintaining strategic partnerships with multiple stakeholders and leading a team to achieve success. Ability to network effectively, negotiate well and influence people, broker relationships with stakeholders across MOJ. Work well through a collaborative approach and can build strong relationships across boundaries with the team across MOJ. Sound generalist skills in project and programme management and has a successful delivery track record.Excellent strategic drafting and communication skills with an ability to deliver clear and persuasive arguments that are effective in reaching targeted audiences and impacting positively on behavioural change and business outcomes.Desirable Experience:Educated to degree level or with equivalent professional experience.Holds or is willing to study for a knowledge, information management or data archivist professional qualification or membership of a professional body e.g. Archives and Records Association (ARA), Chartered Institute of Librarians and Information Professionals (CILIP) or Information and Records Management Society (IRMS).Security Clearance: SC Application: CV (maximum of two A4 pages) and a statement of suitability (maximum of 1000 words).Interview date: To be confirmed at a later date, however, the interview will be face to face in our HQ office at 102 Petty France, London, Westminster, SW1H 9AJIf you have any questions, please email [email protected].
