Job Description

The team is currently in a transitional phase and some flexibility is required, as the HEO/C2 Head of Safety Occurrence Reporting (NAVY) SO2 in the Organisational Learning & Culture team, you will have the opportunity to shape this role and the Navy Safety Occurrence Reporting team in order to meet the objectives of the role and the department and your role in the team is likely to include the following:

Detailed scrutiny and swift identification of emerging trends and risks; using input data from reporting system sources.

Input to and drafting of Safety Occurrence Reporting policy and regulatory documents, in order to maintain compliance with Statute and/or MOD Policy as appropriate.

Lead for development and management of both the current Navy and proposed pan-MOD future reporting systems.

Develop, analyse and exploit organisational learning tools on behalf of the department so that NSC can effectively manage, advise and assure Health Safety and Environmental Protection, highlighting emerging threats and or areas of poor performance.

Contributing to the development of the Management Information (MI) gathering and analysis, to support operational effectiveness and organisational strategies.

Provide admin and data retrieval support to SO1 Organisational Learning (Senior Safety Investigation Advisor) for Safety Investigations and Service Inquiries as appropriate.

You will need to be self-managing, confident and able to engage with stakeholders at all levels across Navy Command.

-Experience of working in a practical (functional) Safety, and or Environmental role is desirable but not essential. There will be opportunities to obtain relevant technical qualifications in this role.

Qualifications

Essential - NEBOSH qualification, preferably to Diploma level (level 6) and or IOSH accreditation or equivalent, however there will be opportunity to advance to Diploma level in post if a NEBOSH General Certificate (level 3 or equivalent) is held.

Microsoft Excel Advanced held or the ability to achieve in post.

Desirable MSc or Equivalent in appropriate Human Factors, Accident Investigation or Data Science/Analytics subject. Ability to gain in post if not held.

Membership of an appropriate professional body (e.g. CIEHF, RSS or other Data Science body, etc.)ResponsibilitiesHSOR (Navy) SO2 Manages and oversees the Navy Lessons and Information Management System (NLIMS) supporting the continued development of the system into a fully functioning causal analysis/LFE tool for business decision making and analysis, and for wider support to Learning from Experience (LfE) and Lessons.

This is achieved through the interrogation of the system and the extraction and collation of NLIMS incident data for exploitation and for wider support to Learning from Experience (LfE), Lessons. Acting as the Senior/Primary Gatekeeper for NLIMS, ensuring that any data input or retrieval to or from the system meets and complies with policies and regulations in accordance with the requirements of the General Data Protection Regulations (GDPR) 18, whilst assuring the accurate and appropriate capture of Data to be held within the system through the Navy Safety Occurrence Reporting Team.

HSOR (Navy) SO2 has overall management responsibility for the delivery and provision of NLIMS license/Accounts Issue and provides a first-line helpdesk support function to NC Units and user community along with wider stakeholders both internally and externally as appropriate iaw processes and procedures laid down in NC Policy.

This role additionally provides first line assistance to Navy litigation, MOD Claims Department and Solicitors with the provision of incident recording and investigation data as appropriate to the level of request for the purpose of claims handling. It also assists and supports CESO RN/1* NSD as directed with Freedom of Information (FOI) requests where information relating to accident and investigation data is required, prioritising as appropriate in a timely manner to meet the requirement of the request.
