Flexible Resource Officer

Matlock, Derbyshire (Hybrid, avg 1 day per week in office subject to business need)

Grade 11 - £38,629 - £41,928

The Recruitment team are seeking a new Flexible Resource Officer. This position involves the line management of one team member, requires tenacity and knowledge in relation to contract management, demands strong commercial acumen and needs a strong grasp of employment law in relation to agency workers and contractors.

Key Responsibilities:

  • Manage and Develop Resources@Derbyshire: Oversee the strategic and operational management of the Council's in-house agency, ensuring it meets its objectives and continues to develop.
  • External Agency Contract Management: Lead the procurement and management of the external agency sole supplier contract, ensuring compliance and efficiency.
  • HR Policy and Practice: Support and advise managers and employees on HR policies and practices, ensuring they are implemented effectively.
  • Stakeholder Engagement: Build and maintain positive relationships with key stakeholders, including managers, employees, HR colleagues, and trade unions.
  • Agency Spend Management: Monitor and review agency spend, working with Resourcing Managers to identify and implement cost-saving measures.

What We're Looking For:

  • Experience: Proven experience in managing HR services, particularly in a large, complex organization. Experience with external agencies and procurement processes is essential.
  • Skills: Strong analytical, planning, and organizational skills. Excellent interpersonal, communication, and presentation skills, with the ability to influence at all levels.
  • Knowledge: In-depth knowledge of HR policies, employment legislation, and the use of agency workers. Understanding of the service environment and relevant HR considerations.
  • Personal Attributes: Proactive, resilient, and able to work independently. Strong leadership and team management skills, with the ability to motivate and develop a team.

Qualifications:

  • A relevant degree or CIPD Level 5 qualification (or currently working towards it).
  • CIPD professional membership (Chartered) or an advanced level CIPD qualification is desirable.OR
  • Substantial relevant experience.
