Job summary

We are seeking an experienced and motivated Clinical Lead to provide clinical and operational leadership across our Enhanced Access Service, Special Allocations Scheme (SAS), and Winchester Urgent Care Clinic, while also undertaking clinical duties as a General Practitioner.

Main duties of the job

The successful candidate will provide clinical leadership across all three services, supporting high-quality, patient-centred care and working collaboratively with multidisciplinary teams. You will lead service development, clinical governance, quality improvement initiatives, and support the professional development of clinical staff.

Clinical responsibilities include:

  • Assessing, diagnosing and managing patients with acute, urgent and long-term conditions.
  • Providing face-to-face consultations and remote clinical assessment.
  • Requesting and interpreting investigations, including pathology and diagnostic imaging.
  • Making evidence-based clinical decisions and appropriate referrals.
  • Supporting safe, effective and compassionate care across all services.
  • Managing clinical incidents, complaints and patient safety concerns in line with governance requirements.

Job responsibilities

The Clinical Lead will provide clinical leadership across the Enhanced Access Service, Special Allocations Scheme, and Winchester Urgent Care Clinic (UCC), while also undertaking shifts and responsibilities as a General Practitioner. The postholder will play a key role in delivering high-quality, patient-centred care, working both independently and collaboratively within a multidisciplinary team. They will provide expert remote triage and face-to-face consultations, making safe, evidence-based clinical decisions and ensuring patients receive compassionate, respectful, and effective care.

The postholder will provide clinical assessment and treatment to support the delivery of safe, efficient, and reliable services across the Enhanced Access Service, Special Allocations Scheme, and Winchester Urgent Care Clinic. Working closely with the Service Manager and Operational Manager, they will establish and maintain effective relationships with secondary care, GP colleagues, and the wider healthcare community to ensure patients receive optimal care in the most appropriate setting. They will ensure adherence to relevant health policies and standard operating procedures and contribute to their review and refinement where appropriate.

Within clinic settings, the postholder will undertake clinical assessment, examination, and review of patients, requesting and interpreting appropriate investigations, including blood tests, scans, and X-rays, and agreeing diagnosis and management plans. Where required, they will make onward referrals to specialist services, ensuring referrals are clinically appropriate and of a high standard.

The Special Allocations Scheme provides primary care for patients who have been removed from mainstream general practice due to challenging behaviour. This presents an opportunity to support patients who may have complex needs and traumatic backgrounds, requiring ongoing care, support, and rehabilitation.

The Enhanced Access Service provides additional primary care appointments for practices within the Primary Care Network. The postholder will work as part of the Enhanced Access team based at Blossom Health Havant and Oaks Healthcare Centre.

The Winchester Urgent Care Clinic is designed to help alleviate pressure on the Emergency Department at Royal Hampshire County Hospital by providing bookable appointments through the IUC CAS Service. The postholder will work within the service and alongside theService Manager and Operational Manager to support the delivery of a safe and effective service.

The services are supported by a multidisciplinary workforce including General Practitioners, Healthcare Assistants, and non-clinical staff.

Key Responsibilities

Provide clinical and operational leadership across the Enhanced Access Service, Special Allocations Scheme, and Winchester Urgent Care Clinic, promoting a culture of collaboration, professionalism, continuous improvement, and high-quality patient care.

Support, motivate, and develop clinical staff within a multidisciplinary team, providing clinical supervision, mentorship, and guidance where appropriate, and leading service development and quality improvement initiatives.

Represent the services at Integrated Care Board (ICB) and other relevant stakeholder meetings, contributing to service planning, development, and collaborative working across the wider health and care system.

Develop and maintain effective working relationships with primary care, secondary care, community services, and other healthcare partners to support integrated patient care and service delivery.

Lead the management and investigation of clinical complaints, significant events, incidents, and patient safety concerns in accordance with organisational policies and clinical governance requirements. Ensure learning is identified, shared, and embedded within practice to support continuous service improvement.

Provide first-contact assessment, diagnosis, treatment, and management for patients presenting with undifferentiated physical and mental health needs, including acute, urgent, and long-term conditions.

Undertake comprehensive clinical assessments, including history taking, examination, interpretation of clinical findings, and the development of appropriate management plans.

Request, interpret, and act upon appropriate investigations, including pathology and diagnostic imaging, ensuring timely follow-up of results and appropriate communication with patients.

Make evidence-based clinical decisions and provide safe, effective, and patient-centred care in accordance with current national guidance, professional standards, and best practice.

Prescribe safely, appropriately, and cost-effectively within the scope of primary care practice and in accordance with local and national prescribing guidance.

Provide preventative healthcare interventions, including health promotion, screening, immunisation, and lifestyle advice where appropriate.

Deliver holistic care that considers the physical, psychological, social, and cultural needs of patients, ensuring care is personalised and responsive to individual circumstances.

Maintain continuity of care where appropriate through effective management of ongoing health conditions and coordination of care with other healthcare professionals and services.

Recognise when referral, escalation, or onward management is required and ensure referrals are clinically appropriate, timely, and of a high standard.

Advocate for patients to support access to appropriate services and care pathways, contributing to multidisciplinary team discussions and Best Interest meetings where required.

Maintain accurate, contemporaneous, and legally compliant clinical records in accordance with professional standards and organisational requirements.

Participate in clinical governance activities, including audit, quality improvement, service evaluation, risk management, and the implementation of learning from incidents, complaints, and patient feedback.

Provide leadership in the development, implementation, review, and continuous improvement of local operating procedures and standard operating procedures, ensuring services remain safe, effective, and aligned with current legislation, regulatory requirements, and clinical guidance.
