To deliver the above, the role will: Support the Analytical Service Lead and Deputy Director of Data and Analytics (Place and Data Governance) to manage the teams business contribution, including developing and managing the teams annual business plan, and risk and issue management. Manage an analytical resource consisting of intelligence analysts and/or performance analysts. Provide oversight and management of the team or specialist analytical portfolio assigned to the role Key working relationships The post holder will have regular contact with a wide range of staff at all levels within the ICB/S, with senior and other representatives of local stakeholders, as well as with patients and their representatives. Some of the key direct relationships include: Colleagues and functions within the NHS GM Arden and GEM CSU Chief Information Officers / Digital Leads Clinical Leaders Colleagues within NHSE/I Colleagues across GM, NHS, local authorities and other third sector organisations COMMUNICATION To represent the ICB/S and their Team or Service at data and intelligence Forums at local and regional level. This will include the delivery of information and training to various bodies in a formal or semi-formal environment through the use of various techniques including presentations, workshops and seminars. INFORMATION RESOURCES, ANALYSIS AND DECISION MAKING To provide specialist subject matter expertise on a particular area of business To influence professionals within the ICB/S to make key business decisions based on the use of robust finance, activity, outcomes and patient experience analysis. To play a key supporting role in the innovation and transformation of the use of intelligence within the local health and social care economy, including the use of non-traditional information sources. To provide analysis, interpretation and communication of highly complex data to all levels of the organisation, to support decision-making in the relevant business area. This may include needs analysis, health outcomes, service specifications, service evaluation, contract planning and monitoring (including financial elements) and performance (including clinical quality standards and patient experience). Using high-level personal knowledge and skills in complex analytical techniques, the post-holder will develop analytical capability and capacity within the intelligence team and wider ICB/S, including statistical tools and analytical models. To lead the implementation of data and intelligence systems or elements of business information systems across the whole organisation and into health and care organisations, ensuring systems are fit for purpose to drive health improvement, improve performance and support business decisions. To propose changes to and interpret technical or professional policies as relevant to the role, leading a team of analysts to implement such policies and provide advice to ICB/S officers and Governing Body members on interpretation and implementation of such policies, including the identification of risks. To support the lead data and intelligence officer on procurements of data and intelligence services, writing services specifications, developing key performance indicators, developing pricing for services, scoring tenders and partaking in consensus panels. To act as or support the lead officer on mobilisation and implementation of data and intelligence services procured from 3rd parties, ensuring mobilisation plans and risk logs reflect the ICB/Ss requirements, and ensuring delivery to agreed timescales, specifications and contract standards. Working with the PMO team, responsibility for ensuring that ICB/S mandated reporting requirements to NHS England within the relevant area are fulfilled in a timely and accurate fashion; and that submissions are aligned to the strategic plans of the ICB/S. To ensure the ICB/S maintains a focus on health inequalities within its commissioning activities through the provision and explanation of data and information to identify areas where inequality can be addressed PLANNING & ORGANISATION Support the coordination of a portfolio of team projects on time, to budget and of the right quality, ensuring that regular monitoring and reporting arrangements are in place so that appropriate reports can be submitted to relevant boards and key stakeholders. Oversee and support the planning process for determining current and future priorities. Ensure that projects within the programme are defined and that they contribute to the organisations goals and Greater Manchesters ambitions. Lead on the development of team business cases as required and to agreed deadlines. Write reports as required and to agreed deadlines. Be accountable for the management of all team documentation, including effective record keeping and version control of project documentation Ensure that NHS GM policies and procedures are adhered to in management of projects. PATIENT/CLIENT CARE Work with clinical colleagues to co-design effective health and care pathways which are cognisant of population health and inequalities and are optimised to improve health outcomes and reduce health inequalities. POLICY & SERVICE DEVELOPMENT To develop and maintain an understanding of the national perspective and future strategy for the NHS and related areas of Health and Social Care To support the Head of Service or divisional lead in devising, implementing and monitoring strategy and policy in relation to data and intelligence outcomes in their specialist area(s) or locality. FINANCIAL & PHYSICAL RESOURCES The post holder will monitor business intelligence-related budgets, costs, forecasts and related performance information. Support the development and delivery of strategic investment plans relating to business intelligence Where appropriate, oversight of procurement and contract management of services relating to data management, data processing and analytical tools for the ICB, Ensuring evaluation of the value for money of new contracts, monitoring the performance of existing providers and ensuring that provider performance aligns, and complies with contractual terms and conditions. Holding providers to account where the agreed standards and specifications are not me. PEOPLE MANAGEMENT Line-manage a team of staff assigned to the portfolio, some of whom may be based across multiple sites, and some of whom may be subject to complex matrix working arrangements within blended teams. Provide credible and inspirational strategic leadership, with a high degree of independence, across the GM system. Provide overall direction to programme activity to partners and key stakeholders by defining work, ensuring deadlines are understood and adhered to and that objectives are clearly articulated and understood. Deputise for the Head of service or divisional lead in relevant meetings, where it is appropriate to do so. Lead on the recruitment of staff as required. Have a personal commitment to continuous self-development and service improvement. RESEARCH, DEVELOPMENT & AUDIT Lead on, and co-ordinate, team input to research, evaluation, programme management and benefits realisation. Plan, commission, oversee and co-ordinate relevant team research, analysis, and insight. Education Essential criteria Masters Degree or Equivalent experience/qualification Project management qualification e.g. Prince 2, Managing Successful Projects or equivalent ECDL or equivalent Experience Essential criteria Subject matter expertise relevant to team leadership role Experience of managing and co-ordinating complex schemes Experience of leading a team Experience of investigating data anomalies and resolution of issues arising. Ability to understand and present complex information to a range of audiences Experience of organising events/workshops Experience of producing written reports for a wide range of audiences Excellent presentation skills Experience of managing risk Knowledge Essential criteria Working knowledge of health and social care with particular knowledge of designated business area or locality Competencies Essential criteria Ability to communicate complex information to a range of audiences (including the public, patients, and clinicians) and using a range of methods. Able to manage conflict, negotiate and persuade others with logical and unemotional arguments. Proven ability in managing programmes and / or projects Ability to maintain focus and objectivity in a range of conditions. Ability to manage and maintain a multi-priority workload and to plan and organise a broad range of complex activities at a strategic and operational level Ability to plan over short, medium, and long-term timeframes and adjust plans and resource requirements according to changes in context Ability to solve problems of a complex nature and deliver pragmatic solutions sometimes under high pressure. Ability to analyse complex data, information facts and situations, develop a range of options, and make decisions. Ability to anticipate and resolve problems before they arise. Ability to make decisions autonomously, when required, working to tight and often changing timescales. Ability to determine when issues require referral onto a more senior manager Ability to behave in a manner which establishes and sustains credibility. Ability to provide programme leadership, particularly in the context of implementing new and innovative approaches. Ability to prioritise own work effectively and be able to direct activities of others where required. Ability to work alongside GM and locality commissioners to develop commissioning arrangements and undertake an end-to-end commissioning process. Ability to build support and consensus around decisions they make and effectively manage the expectations of different parties to achieve a 'win-win' outcome where possible.
