Job summary

The role is to support the Deputy Director and Strategic Lead - EPRR in the monitoring, design and delivery of the ICB and ICS EPRR portfolio focussing on the Mortuary capacity in Hampshire and Isle of Wight.

This role will specifically involve being the Programme Lead for the development of a Strategic Mortuary Plan, working with ICB teams, NHS partners, NHS England and other key external multi-agency partners. The role will include leading on Mortuary Escalation meetings and supporting an incident response team as Tactical advisor during incident response. The role will be a part of the ICB EPRR on call arrangements, which may include covering other ICB areas.

Main duties of the job

The post holder will be support the delivery of an effective emergency response (EPRR) system for the Hampshire and Isle of Wight ICB. The post holder will:

  • have responsibility for the development and maintenance of Strategic Mortuary plan to ensure there is continued mortuary capacity for the long term. There will be a particular focus on forward planning with a requirement for the post holder to have knowledge of seasonal fluctuations in mortuary capacity;
  • manage the production and updating of plans and procedures
  • be required to provide advice and support as appropriate to all localities and services in developing and maintaining mortuary escalation plans, policies and procedures, ensuring that plans are adapted to reflect changing circumstances, in order to deliver an integrated response in the event of a significant incident, business interruption and to maintain on-going service delivery
  • will be the organisation's representative at relevant meetings and events;
  • will design and implement service improvements in line with established ICB objectives which is of high quality, is effective and adds values that are evidenced via appropriate governance;
  • engage appropriate stakeholders in plan reviews and development projects to ensure desired outcomes are understood and delivered.

The Emergency Planning, Resilience and Response team is a great team to be part of. Our focus is supporting the ICB, and the communities we serve, to prepare for and respond to disruptive events, and keep providing vitally important services for our patients.

We are a small team which works closely together every day on a wide variety of projects. Working in EPRR is never boring, and we are regularly involved in leading the ICB's response to incidents and emergencies. The team is passionate about what it does, and the service that we provide to partners and patients.

We work closely with multi-agency partners such as police and fire services, and are regularly exposed to interesting and varied areas of work.

Job responsibilities

3.1 Analytical and judgement skills

  • Monitoring, interpretation and quality assurance progress against deliverables. Quality assurance and progress of resilience deliverables to the ICB often require adjustments specifically in relation to the complex corporate business agenda, strategic objectives and the business planning process;
  • LRF and LHRP Risk Registers with regular analysis and reports;
  • Collate as required, qualitative and quantitative risk information and lead appropriate analysis to develop robust response plans;
  • Analyse, interpret, and present data to highlight issues and risks to support decision making;
  • 3.2 Planning and organisationLeading the delivery and maintenance of seasonal planning for EPRR focussing on Mortuary Resilience;
  • Leading the planning and presentation of health led LRF plans related to mortuary, and mass casualties;
  • Managing the Strategic Mortuary Meetings
  • Liaising with appropriate stakeholders to deliver improvement and development of plans based on the ICB risk register;
  • Leading on EPRR (including business continuity) advice and support to NHS services subject to delegated commissioning from NHS England. This may include primary care providers, dentists, optometrists and others

3.3 Policy and service development

  • Draft board reports, plans, policies, and other related documents, summarise status on issues, appraise risks and outcomes, and provide progress reports for the Deputy Director of EPRR, Strategic Lead - EPRR, Accountable Emergency Officer and organisation boards as appropriate;
  • Draft, produce and present final reports for the ICB Board and other senior level meetings (including external and stakeholder meetings) in relation to lead areas of work;

3.4 Financial and physical resources

  • Forge close positive working relationships with other stakeholders both internal and external partners, to support an effective matrix approach to resilience and EPRR working to achieve NHS objectives
  • Support an incident response as initial Rising tide liaison and any NHS Logistics representation as required in Major Incidents;

3.5 People management

  • Actively manage and support the development of individuals and the team through appraisal, personal development planning, coaching and mentoring;
  • Direct line management responsibility for the team administration roles;

3.6 Information management

  • Contribute to the strategic planning of the team work plan, identifying interdependencies across projects/functions
  • Support plan improvements in line with future NHS England objectives;

3.7 Research and development

  • Using research and audit data to inform improvement and development of plans and policies;

Knowledge, Training and Experience

Essential

  • Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in an EPRR environment.
  • A good understanding of the health and social care environment and roles and responsibilities within it
  • Further training or significant experience in project management or supporting change management processes
  • Experience and understanding of evaluating and measuring the performance of health services.
  • Experience in communications and stakeholder management
  • Previous experience in similar role in public sector

  • Comprehensive knowledge of project management and/or health information systems development
