Job summary
The Ministry of Defence, Civil Service workforce is diverse, with many different functions and professions ranging from police officers, security guards, trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff to support the British Army.
The Station Support Unit (SSU) provides effective security, administrative, logistical and infrastructure support to all units, agencies and dependents operating within MOD Stafford.
The Safety, Health, Environment and Fire (SHEF) Advisor supports the Head of Establishment (HoE) on all issues of safety, environment, and fire. Working in a Team of 2 delivering all aspects of safety and environment providing support to MOD Stafford as well as providing expert, timely advice to all units and establishments across the Area of Responsibility.
We are seeking a highly motivated individual with experience of working in the health and safety field who can work remotely on occasions under their own initiative and as part of the SSU team. There is opportunity for continual professional development.
This position is advertised at 37 hours per week.
Job description
Working in the Support Unit at Beacon Barracks and across the Area of Responsibility (AOR) you will work closely with military, civil servant, and contractor colleagues. You will be one of two main points of contact and the subject matter expert for all safety, health and environmental matters and will need to keep up to date with legislation, policy and guidance.
Main Role Responsibilities:
- Act as the main advisor to the Head of Establishment (HoE) on safety, health, environmental and fire matters, ensuring the station meets all legal and MOD requirements.
- Provide technical advice and oversight on specialist areas such as radiation, fire safety and DSEAR, including maintaining key documents like the Explosion Protection Document.
- Develop and maintain SHEF policies, procedures and guidance, ensuring they are up to date and followed across the station.
- Prepare the delivery of the Station Delivery Plan, making sure activity aligns with Army safety priorities.
- Work with internal and external stakeholders (such as HSE, DIO, military units and contractors), and chair SHEF meetings when required.
- Monitor and report on safety performance, manage the Station Risk Register, and investigate incidents to identify causes and recommend improvements.
- Carry out key roles including Radiation Safety Officer, Fire Focal Point and 4Cs Accountable Person, ensuring compliance with relevant policy.
- Lead on environmental management, including EMSAS, and oversee energy and water use, providing clear information to support decision making.
- To attend all relevant role specific training ensuring continual professional development and competencies within the health and safety field is maintained.
- All staff have a duty to co-operate with their line managers and to take reasonable care of their own Health & Safety and that of others who may be affected by their acts or omissions. The post holder is responsible for ensuring, so far as reasonably practicable, the Health & Safety of the staff he/she manages and for providing staff with appropriate information, instruction, training and supervision for all activities to ensure their safety at work.
Person specification
- Able to demonstrate an understanding of Safety, Health, Environment and Fire (SHEF) systems, policies and practice and provide evidence of implementing or leading an effective SHEF system.
- Excellent interpersonal skills, able to develop and maintain good working relationships with a diverse range of internal and external parties
- A self-motivator who can demonstrate initiative
- High standards of professional integrity, be resilient, determined, and confident.
Qualifications to be completed within first 6 months:
- Radiation Safety Officers Course
- All Arms Fire Managers Course
- Army Model approach to dangerous substance and explosive atmospheres regulations (DSEAR) Course
- RAF Halton Environmental Protection (EP) Training Modules including Introduction to EP.
