NS&Is Commercial function enables the organisation to deliver value for money and strong supplier outcomes across corporate services, brand, technology transformation and outsourced operational delivery. This role strengthens NS&Is commercial capability by leading end -to-end procurement activity and defined workstreams within more complex sourcing exercises, ensuring compliance with procurement law, policy and commercial controls. You will also support stakeholders to plan and deliver effective contract management activity across the contract lifecycle, while providing line management and development support to a team of Commercial Support Officers (CSOs), currently up to 4, to maintain high-quality delivery and build capability.
Job description
- Deliver end‑to‑end procurements and lead defined workstreams within larger or strategic procurements, ensuring full compliance with NS&I policy, procurement law, and Cabinet Office commercial controls.
- Provide commercial and procurement advice to stakeholders, including shaping requirements, identifying appropriate routes to market, assessing delivery models, and challenging constructively to secure strong commercial outcomes.
- Run key procurement activities, including pre-market engagement, eSourcing events, evaluation coordination, commercial and financial analysis, and preparation of recommendation papers.
- Embed contract management considerations throughout the procurement process, ensuring mobilisation, performance management, and exit arrangements are factored into sourcing decisions.
- Support contract managers, offering advice on contract mobilisation, performance issues, and the application of contractual levers where needed.
- Build relationships with key internal and external stakeholders to develop a clear and agreed view of the needs of the business and the procurement pipeline.
- Lead the CSO capability, including line management of CSOs, setting clear priorities, maintaining high-quality and timely delivery, and supporting future development of team structures and ways of working as demand grows.
Person specification
- Proven experience delivering end-to-end procurement activity (or leading defined workstreams within larger procurements) in the UK public sector.
- Experience providing commercial advice to a range of stakeholders, including shaping sourcing approaches/route to market and contributing to robust procurement strategies.
- Experience supervising, coordinating or overseeing the work of others (through formal line management or equivalent), including planning work, setting priorities, and maintaining quality and timely delivery across a support function.
