We have an exciting opportunity for you to join our team at the Building Safety Regulator (BSR) and we'd love to hear from you!

The post holder will be supporting the Deputy CFO with establishing the finance function of the Building Safety Regulator (BSR). This will be a varied and interesting role, as BSR became a standalone arms-length body (ALB) in January 2026 and is in the process of establishing financial independence, with support from the Ministry of Housing, Communities and Local Government (MHCLG) as its sponsoring department.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

Job description

The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE.

It has been confirmed that the ALB will be a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees will be Public Servants, rather than Civil Servants.

All employees will have access to:

  • The Civil Service Pension Scheme.
  • Civil Service Jobs and the ability to apply for roles advertised Across Government.
  • The entitlement to compensation being calculated in line with the Civil Service Compensation Scheme.

Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. However, if they later move to another Civil Service department, continuity of service may not automatically be recognised by the receiving department.

This would be subject to that departments own policies and arrangements.

The main responsibilities include, but are not limited to:

  • Building effective relationships through being confident and credible with stakeholders to ensure you become a trusted advisor, ensuring principles such as value for money and wider objectives are considered effectively.
  • Working closely with colleagues across the organisation and in other government departments to bring together information on financial management and performance, demonstrating a willingness to be a team player.
  • Providing concise financial advice, analysis and challenge to support effective decision-making, including consideration of overarching principles.
  • Liaise with a diverse range of stakeholders to help develop and document finance processes, including appropriate and effective governance.
  • Demonstrating clear communication skills in helping directorates maintain an understanding of their budgeting position whilst producing robust forecasts, providing advice and support to colleagues whilst ensuring issues are identified and correctly dealt with as required.
  • Ensure the financial systems containing forecasts and working budgets are kept up to date with clear audit trails and running the necessary financial reports, identifying trends and providing insight to senior stakeholders.
  • Producing high-quality outputs independently while working to tight timescales and being flexible to emerging priorities and pressures, with a keen attention to detail then being able to clearly and effectively present this information.

  • Ability to provide strategic financial insight that supports informed decision-making and aligns with organisational objectives.
  • Skilled in analysing and interpreting complex financial data, translating it into clear, meaningful information for a range of stakeholders.
  • Proven ability to build effective relationships and collaborate across teams and government departments to achieve shared outcomes.
  • Confident in influencing and constructively challenging senior stakeholders with professionalism, credibility, and sound financial judgement.
  • Proactive in identifying opportunities for continuous improvement, driving innovation, and supporting organisational change.
  • Highly organised and self-motivated, with the ability to work independently, manage multiple priorities, and meet demanding deadlines.

At BSR, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.

Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.
