Job summary

This role is vitally important to the effectiveness of the Building Safety Regulator (BSR) in ensuring the safety of residents and communities by providing effective operational leadership and oversight across Building Control.

Working as part of the Operational Delivery Team, you will ensure that regulatory activity, workloads, resources and workflow are coordinated and progressed effectively, supporting Regulatory Leads and regulatory partners to deliver assessment activity within required timescales and to a high standard.

You will work closely with Case Officers, Regulatory Leads and Multi-Disciplinary Team (MDT) members, providing operational support and oversight to ensure cases and associated activity progress efficiently. This will include managing workloads and priorities, coordinating resources, monitoring performance and identifying and resolving risks or issues that could affect delivery.

The role will operate across the Building Control function and may have a particular focus on either Building Control leadership or Building Control Workflow. The core responsibilities and expectations of the role are common across both areas, with the emphasis varying depending on the area of deployment.

For Building Control leadership, this will include providing operational oversight of casework, assessment timelines, caseloads and the delivery of Case Officer teams. For Building Control Workflow, this will include oversight of workflow, MDT allocation, resource capacity and the coordination of activity to ensure the right resources are available at the right time.

You will contribute to the continued development of the Building Control service, identifying opportunities to improve processes, efficiency and ways of working. You will work collaboratively across the wider team to support changing business priorities and help build a consistent, high-performing operational service.

Where applicable, you will also provide line management, coaching and development support to colleagues, ensuring people are supported to deliver effectively and consistently.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week over five days.

Job description

The Building Safety Regulator (BSR) became an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) on 1st June 2026.

The BSR is a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees are Public Servants, rather than Civil Servants.

All employees will have access to:

Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. However, if they later move to another Civil Service department, continuity of service may not automatically be recognised by the receiving department.

This would be subject to that departments own policies and arrangements.

Key Responsibilities

  • Provide effective operational leadership and oversight, ensuring Building Control activity, workloads and priorities are managed effectively and delivered at pace in line with business priorities and mandatory timelines. Work with colleagues to manage competing priorities, identify issues affecting delivery and ensure appropriate action is taken.
  • Manage and coordinate workloads, casework and resources, including reviewing caseloads and workloads, coordinating MDT allocation and resource capacity, and ensuring resources are effectively aligned to demand. Work with Case Officers, Regulatory Leads and colleagues to keep cases and assessment activity progressing and manage backlogs where required.
  • Monitor performance, data and operational information, maintaining accurate trackers, databases and case management systems to support performance reporting, business planning and effective decision-making. Analyse operational information to identify trends, delivery issues, capacity pressures and opportunities for improvement.
  • Identify, manage and escalate operational risks and issues, including delays, capacity constraints, conflicts of interest, dependencies and issues affecting case or workflow progression. Provide operational advice and guidance to Case Officers, Regulatory Leads, MDT members and colleagues and support the effective resolution of issues.
  • Provide leadership, support and effective stakeholder management, working collaboratively with internal and external stakeholders to support delivery and maintain consistent and high quality working practices. Provide leadership, coaching and support to colleagues and, where applicable, undertake line management responsibilities, supporting performance, development and wellbeing.
  • Lead and contribute to continuous improvement and change, identifying opportunities to improve operational processes, casework, workflow, resource deployment and service delivery. Support the development, implementation and embedding of new or revised processes and ways of working.

Person specification

Essential Skills and Criteria

  • Previously worked in a fast-paced operational, regulatory, casework or service delivery environment.
  • Ability to manage and prioritise workloads, caseloads and resources to deliver against mandatory timelines and business priorities.
  • Experience of driving team or operational performance and maintaining high standards of quality, consistency and delivery, including providing support, challenge and direction to colleagues where required.
  • Proven ability to provide operational leadership, coordination or oversight, with the ability to use judgement and initiative to identify, manage and escalate risks and issues.
  • Experience using data, trackers, databases or case management systems to monitor performance, support decision-making and identify trends, risks or opportunities for improvement.
  • A history of effective internal and external stakeholder engagement, including providing advice and guidance, resolving operational issues and supporting service improvement and change.
  • Experience contributing to or implementing process improvements and new ways of working to improve efficiency, quality or service delivery.
  • Proficiency with Microsoft Office, including intermediate Excel, Outlook and SharePoint, and confident in using or learning digital workflow and case-management platforms (e.g. D365).

Hybrid Working

At BSR, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.

Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.

Travel

There will be a requirement to travel to other offices and this may involve an overnight stay on a monthly basis.
