The role and responsibilities
As Head of Policy, you will lead the development and delivery of high-quality regulatory policy and interventions that support The Pensions Regulators strategic objectives and help shape the future of pensions. Working in a unique co-leadership model alongside a fellow Head of Policy, you will share accountability for the effectiveness of the policy function, jointly setting direction, aligning priorities and ensuring consistent, high-quality policy delivery across TPR.
While much of the work is delivered in partnership, each Head of Policy will lead on distinct policy areas, providing both breadth and individual ownership within the role. You will work closely together to provide continuity of leadership and decision-making, including covering for one another and the Director of Policy during periods of leave or absence.
Alongside leading a high-performing team, you will support colleagues' development, champion continuous improvement and build strong relationships with government partners, industry stakeholders and colleagues across TPR. Through evidence-based policy making and collaborative leadership, you will help deliver a pensions system that is sustainable, fair and resilient for savers, while supporting TPRs role in shaping the wider pensions landscape.

Person specification
The role criteria
- Significant experience in a senior policy leadership role delivering complex policy, frameworks and high-profile legislative change within pensions, the public sector or a regulatory environment.
- Experience of leading high performing policy teams, setting clear standards for policy development and providing the judgement, problem-solving skills and leadership needed to quickly establish credibility and drive outcomes in a complex environment.
- Experience of driving continuous improvement, supporting professional development and fostering a culture of learning and ownership.
- Experience of building high-performing, inclusive and value-led teams.
- Experience of building influential relationships with internal stakeholders, government and industry to shape policy outcomes and support senior decision-making.
- Strong ability to prioritise and manage competing demands, resolving trade-offs and ensuring alignment across policy activity.
- Proven ability to manage interdependencies and deliver cross-cutting work across multiple policy areas and organisational priorities.
