Job summary

We are seeking a driven and innovative intelligence analyst to join our team, working closely with other intelligence colleagues and alongside the Built Environment Risks, Intelligence & Horizon Scanning Team (RIHSc).

As an intelligence analyst in the BSR, you will manage and deliver projects to identify patterns, trends and intelligence that will support operational and policy teams, as well as developing strategies to support decision making. You will also support complex regulatory investigations, delivering and contributing to high impact results. You will build relationships and engage with relevant stakeholders to enable data collection from a variety of credible sources.

This is a unique opportunity to build and develop a new BSR intelligence analysis function, that will sit within the intelligence team. The ideal candidate will be an experienced communicator with demonstrable engagement and negotiation skills, who can promote the many benefits of high-quality intelligence analysis.

As a forward thinker, you will intuitively support horizon scanning to identify and mitigate future risks within the built environment.

Once you have gathered information, you will collate, synthesise, analyse and disseminate writing and producing intelligence and analytical packages that deliver complex ideas confidently, clearly and with precision.

Travel

This role can be based in any of the HSE locations listed, however, the role will involve occasional travel to other HSE sites for team meetings and may involve some overnight stays.

Job description

The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE.

It has been confirmed that the ALB will be a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees will be Public Servants, rather than Civil Servants.

All employees will have access to:

  • The Civil Service Pension Scheme.
  • Civil Service Jobs and the ability to apply for roles advertised Across Government.
  • The entitlement to compensation being calculated in line with the Civil Service Compensation Scheme.

Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. However, if they later move to another Civil Service department, continuity of service may not automatically be recognised by the receiving department.

This would be subject to that departments own policies and arrangements.

Key accountabilities:

  • Manage and deliver open-source analysis projects in collaboration with the wider RIHSc and other BSR teams, producing clear, well-evidenced briefings and intelligence products for senior stakeholders.
  • Analyse large datasets to identify patterns, trends and insights that support strategy and decision making. Alongside this, you will use data to identify individuals or corporate entities responsible for ensuring public safety in or around buildings.
  • Identify patterns of behaviour and attributional links that support BSR's regulatory and enforcement activity.
  • Use investigative tools and structured analysis methods (e.g. network mapping, geospatial analysis, temporal analysis) to identify and produce key findings and judgements in assessments and build accurate target profiles.
  • Identify and assess any reputational, financial and delivery risks posed and advise on risk mitigation and assist with managing and updating the teams risk register.
  • Support governance boards and programme teams with real-time insights on high-risk entities.
  • Develop and maintain an awareness of the applicable laws and regulations, including RIPA (Regulation of Investigatory Powers Act), Criminal Procedures and Investigation Act (CPIA), Data Protection Act (DPA) and UK Government Data Protection Rules (GDPR).
  • Contribute to the strategic plan for developing current and future intelligence capabilities within the team and wider BSR.

Person specification

Essential Criteria

  • Applicants should be confident working with complex datasets in Excel, including using filters, formulas, pivot tables, and producing charts or graphs.
  • They should be able to analyse and interpret the data to identify key findings, draw meaningful conclusions, and clearly present their insights or recommendations.
  • A background in the use of various analytical tools and techniques to deliver innovative analytical products to a diverse stakeholder community.

At the BSR, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be considered.

Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.
