Job summary

  • In this role you will be particularly focusing on intelligence analysis and research to help combat and prevent the abuse of charities for terrorist and extremist purposes.
  • Your responsibilities will include regularly scrutinising Charity Commission datasets and information from the wider external environment to identify and respond to threats, risks, harms, trends, and issues in the charity sector; effectively using evidence to explain why the issues are arising and conducting horizon scanning to contextualise the analysis and ensure it is timely and actionable.
  • Your intelligence analysis will inform and advise both internal and external stakeholders, including senior managers and key contacts in government departments, regulators, and law enforcement agencies. Your work in this area is central to the Charity Commissions intelligence-led regulatory approach.

Job purpose

To provide intelligence analysis and research to contribute to the Commissions aim to operate as a risk-led, data driven regulator. To routinely scan and analyse Commission data sets and information from the wider external environment to identify risks, trends and issues in the charity sector; effectively using evidence to explain why the issues are arising and conducting horizon scanning to contextualise the analysis and ensure it is timely and actionable. This work will cover a range of risks to the sector and may include, for example, those related to charities financial resilience, abuse of charity status for private benefit, safeguarding, and terrorism and extremism.

Key responsibilities

The jobholder will be expected to:

  1. Provide data, analysis and insight to support the Commissions work, using appropriate tools, techniques and systems.
  2. Produce, present and disseminate appropriate and relevant analytical outputs to inform the Commissions tasking and co-ordinating process (including tactical, operational or strategic decision-making) or for evidential or intelligence purposes.
  3. Manage work on ongoing in-depth issues in the charity sector and contribute this information to strategic assessments to inform business planning and prioritisation.
  4. Apply problem solving methodologies to support the management of risks to the charity sector and the delivery of an operational response that leads to short, medium and long-term mitigation.
  5. Undertake assessment of new incoming referrals from other regulators in line with the Risk Operating Model and refer for appropriate follow up action by other teams in Regulatory Services as required.
  6. Support Regulatory Services casework by responding to intelligence requests through targeted proactive and reactive intelligence and evidence gathering tactics.
  7. Develop intelligence collection plans and identify intelligence requirements.
  8. Handle information, intelligence and evidence in accordance with legislation and policy to support the Commissions work, using appropriate tools, techniques and systems.
  9. Work collaboratively with colleagues in other parts of Regulatory Services to develop intelligence on specific issues, analyse findings and draw appropriate inferences.
  10. Represent the Commission externally and work in partnership with other government departments, regulators and law enforcement agencies to support and promote effective information sharing, acting as the Single Point of Contact with specific bodies as required. Work collaboratively with external stakeholders to develop recommendations to support influencing strategies and maximise opportunities for action in relation to risks to the charity sector.
  11. Work collaboratively with internal stakeholders, in particular with our Policy, Legal and Accountancy teams and across Regulatory Services, to develop recommendations to support influencing strategies and maximise opportunities for action in relation to risks to the charity sector.
  12. Provide support and oversight for Intelligence Officers either via line management or informal mentoring and guidance.
  13. Play an active part in the continued development of the Intelligence function.

Person specification

Essential Criteria

Ability:

  • Good analytical and judgement skills to evaluate complex information and to support decision making.
  • Ability to apply problem solving methodologies, including finding solutions to identify prevention and enforcement opportunities.
  • Skilled in identifying and exploiting new intelligence sources.
  • Ability to plan, prioritise and work collaboratively, corporately, and strategically to achieve demanding targets and deadlines.
  • Ability to engage with stakeholders to develop their requirements and provide a quality intelligence service.
  • Ability to share and disseminate information to external partners and explore options for joint working.
  • Strong written and verbal communication skills.

Experience:

  • Experience in evaluating relevant information and selecting the best conclusion from a range of options.
  • Experience of working in an intelligence led organisation, applying a risk-based approach to analysis.
  • Experience of turning data and information into actionable intelligence, applying this to inform a response and monitoring action taken.
  • Experience of developing intelligence products, using different communication methods to engage confidently with a range of stakeholders.

Technical:

  • Practical knowledge of the National Intelligence Model and intelligence procedures.
  • Practical knowledge of the Government Security Classifications
  • Understanding of the protocols involved in dealing with intelligence agencies, law enforcement and other public authorities.
  • Understanding the role of a modern regulator working in a diverse sector.
  • Knowledge of the charity sector and charity law OR a proven ability to come up to speed quickly with understanding a sectors legal and regulatory environment.
  • Experience of using appropriate software tools to produce intelligence products, including Analyst Notebook and i2 software OR a proven ability to come up to speed quickly with using new software tools.
  • Working knowledge of Microsoft Office Applications.
