GOV.UK One Login is a top-priority cross-government programme. Our mission is to provide a single, fast, and secure way for people to log in and prove their identity to access any government service. We are replacing over 190 different accounts with one universal solution that is inclusive, accessible, and prevents fraud and enables cross-government fraud detection and intelligence sharing.

Job description

The Government Digital Service is looking for a Lead Business Analyst to join The GOV.UK One Login Programme. The key focus of this role will be supporting the design and evolution of fraud, risk and intelligence capabilities across the OneLogin ecosystem. This includes working across the Programme to support Fraud SMEs to ensure fraud controls, data and operational processes are effectively integrated into product and service design.

As a Lead Business Analyst youll:

  • lead the business analysis for the most complex, risky, cross-cutting and interdependent areas of the One Login ecosystem, particularly in relation to fraud, threat intelligence and risk. You will ensure that pod-level delivery remains aligned to the organisation's strategic context and goals, including fraud prevention, detection and intelligence objectives
  • directly lead and mentor a team of Business Analysts. You will own the recruitment, performance management, and career pathways for the profession within your area, ensuring high standards for defining and managing complex business and user needs
  • define and evolve operating models, governance processes and service lifecycles for fraud and risk capabilities, ensuring clear pathways from requirement intake through to delivery and operationalisation
  • set stakeholder relationship strategy and work closely with fraud, risk, security, data and policy SMEs to translate complex operational and regulatory needs into deliverable product and service requirements
  • work closely with test SMEs to ensure test strategies and scenarios reflect real-world operational and fraud use cases, including edge cases and unhappy paths often missed in standard delivery approaches
  • promote agile methodologies and user-centred design principles at a senior level, helping non-technical stakeholders understand the value of iterative delivery and "failing fast."

Person specification

Were interested in people who:

  • have experience working in complex risk, fraud, identity or regulated environments as a senior/lead business analyst, and can apply a systems thinking approach to guide options analysis, tactical decision making and influence strategic shifts in the One Login roadmap
  • have a proven track record of leading the approach to requirements management across multiple high-complexity delivery pods. You can define the standardsfor how large scale user or business needs are elicited, documented, and traced from high-level Ministerial policy down to technical implementation
  • have experience of defining or working with business capability models and/or operating models to support prioritisation and strategic decision-making to meet business objectives
  • are comfortable working with stakeholders in specialist domains (e.g. fraud, risk. security), translating their needs into business and technical requirements, supporting the team to meet those needs
  • have a strong understanding of testing principles, including recommending the value of testing, developing acceptance criteria for requirement traceability, and reviewing prototypes, test plans, and test outcome reporting
