Ofgem is on an ambitious transformation journey. Within the Digital, Data and Security Services (DDSS) directorate, we are strengthening our ways of working with the regulatory directorates to deliver a complex portfolio of digital, data and AI initiatives. Central to this is the creation of actionable digital roadmaps and a pipeline of opportunities for digital enablement that align technology investment with the digital and organisational strategies.

As a Lead Digital Relationship Manager, you will play a pivotal role in bridging the regulatory and digital domains. You will work closely with senior stakeholders across Ofgem to understand their priorities and challenges, translating these into a coherent, set of initiatives and a deliverable digital roadmap. You will help to inform the thinking of colleagues, by bringing technological innovations and new possibilities to them. And you will ensure that digital, data and AI initiatives are aligned with strategic objectives, deliver measurable value, and are effectively planned and prioritised within the wider portfolio.

This is a senior, highly influential role requiring strong stakeholder engagement, strategic thinking and a deep understanding of how digital technologies can enable organisational effectiveness.

You will operate across directorates, working with senior leaders, delivery teams and portfolio colleagues to shape demand, manage expectations and ensure the organisation invests in the right initiatives at the right time.

Job description

You will be responsible for:

  • Leading strategic engagement with business directorates, building trusted relationships with senior stakeholders and acting as a key point of contact for digital, data and AI initiatives.
  • Developing and maintaining Directorate Digital Roadmaps, ensuring they clearly articulate current and future digital change, align with organisational and digital strategies and reflect government priorities.
  • Translating business needs and strategic ambitions into defined digital opportunities, shaping a pipeline of initiatives that deliver value, efficiency and improved user outcomes.
  • Working closely with Demand Management, Portfolio Planning and Delivery teams to ensure initiatives are appropriately prioritised, planned and delivered within the digital portfolio.
  • Facilitating discussions and brokering agreement between stakeholders to align on outcomes, priorities and delivery timelines.
  • Providing insight into digital, data and AI opportunities, helping stakeholders understand how technology can improve performance and drive innovation.
  • Managing stakeholder expectations, particularly where demand exceeds delivery capacity, ensuring transparency, supporting prioritisation and effective decision-making.
  • Supporting portfolio governance processes, advocating for business needs while ensuring alignment with delivery feasibility and organisational priorities.
  • Promoting a culture of collaboration, continuous improvement and value-driven delivery across DDSS and the wider organisation.

We are looking for:

A credible, strategic and relationship-focused leader who can operate confidently across both business and digital environments. You will bring strong stakeholder engagement skills, the ability to translate complex needs into actionable outcomes, and a clear understanding of how digital can enable organisational success.

You may come from a technology, business change or energy sector background, but you will demonstrate:

  • Strong experience in stakeholder relationship management at a senior level
  • The ability to shape and influence strategic direction across complex organisations
  • The ability to quickly assimilate new information, especially in technological innovation and translate it into insight and opportunity for business value.
  • Experience translating business needs into digital, data or technology initiatives
  • Confidence operating in a fast-paced, ambiguous environment with competing priorities
  • The ability to build alignment, influence decisions and drive value across organisational boundaries

You will bring either deep knowledge of Ofgems regulatory environment or significant experience delivering innovation in a digital or technology context, alongside a genuine interest in the UK energy sector and the transition to net zero.

Experience in portfolio planning, large-scale transformation or government environments would be beneficial.

Essential Criteria

  • Proven experience of translating strategic priorities into deliverable digital change initiatives, defining business outcomes and ensuring proposed solutions align with organisational objectives. Able to influence senior stakeholders and present clear, evidence-based recommendations. (Lead Criteria)
  • Strong relationship management and stakeholder engagement skills, with experience acting as a trusted link between business areas and digital teams. Able to build effective collaborative partnerships, facilitate discussions, manage expectations and use stakeholder feedback to improve outcomes. (Lead Criteria)
  • Deep expertise and significant experience in delivering innovative technology, aligned with a genuine, demonstrable, interest in how Ofgem regulates the UK energy industry and a passion for achieving net zero.
  • Good understanding of digital products, services and technology capabilities, with the ability to advise on the most appropriate solutions to meet current needs and take advantage of emerging opportunities. Experienced in shaping enterprise-level requirements, understanding user needs and applying strategic thinking to deliver business value.

Desirable Criteria

  • Experience in change portfolio planning within a strategic context.
  • Experience in delivering complex change across teams and directorates.
  • Experience in delivering change in government.
