Job description
A Product Lead is responsible for leading a number of product teams within a business area to build and release digital products or services. Product Leads understand the business goals and the high-level user needs for different user groups across the services. Product Leads also understand the organisational and business area strategies and work with senior leaders and stakeholders to ensure the right types of products and services are being delivered to support the strategies. Product Leads also manage product managers, coach, or mentor them, and support the Head of Profession to build the capability amongst the product management profession.
This is an exciting opportunity to join HMRCs CDIO Chief Digital Product Office (CDPO) within the Customer Engagement Directorate.
You will play a key role in maintaining, enhancing and innovating products and services within Customer Engagement, at a time of significant transformation. You will be part of a fast-paced, high-profile team, working on complex and impactful digital services.

Key Responsibilities:
- Define and lead the vision, strategy, priorities and roadmap for a portfolio of digital services, ensuring alignment to transformation programme goals and organisational objectives.
- Provide strategic leadership across a programme or portfolio of digital products, driving prioritisation, governance and delivery to maximise value.
- Establish and oversee programme-level governance, reporting and agile frameworks, influencing senior stakeholders to shape delivery and decision-making.
- Lead the development of business cases, funding forecasts and delivery plans, defining a clear pipeline of future work across CDIO.
- Be accountable for product outcomes within a transformation programme, setting KPIs and performance measures to drive success.
- Lead, coach and develop Product Managers, working with the Head of Product on recruitment, retention, capability uplift and professional standards.
- Champion user-centred and agile ways of working across HMRC, collaborating with other professions and contributing to cross-government product communities.
Essential Criteria
- Recent experience within a similar role.
- Experience of leading the strategic direction and delivery of a portfolio of digital products or services, including prioritisation and managing dependencies to maximise value.
- Strong stakeholder engagement and influencing skills, with experience of building relationships, negotiating on complex issues and securing buy-in at senior levels.
- Experience of delivering outcomes in an agile, user-centred environment, including applying product management principles across the product lifecycle.
- Experience of setting, measuring and managing performance, using data and insight to track progress and inform decisions to optimise delivery.
- Experience of leading, coaching and developing multidisciplinary teams, including building capability and supporting professional development.
- Strong communication skills, with the ability to clearly articulate complex problems, present options and set direction to a range of audiences.
Desirable Criteria
- Managing financial budgets to deliver value.
- Experience of managing large teams.
- Working knowledge of ITIL v4.
