Job description

Innovation and Assurance provide a support function to the delivery of large construction projects, including new buildings and renovations. I&A Technical Assurance team oversee quality requirements for CDM, Fire, MEP services and BIM. This role provides technical assurance of mechanical and electrical building services systems in both the design and construction phases of project delivery, to ensure projects meet GPA quality standards and the Employers Requirements.

Key Responsibilities

Reporting to the Head of Technical Assurance, the MEP Manager will be responsible for:

  • Briefing the Head of Technical Assurance on the delivery status for each project for MEP work packages, ensuring that progress remains aligned with wider programme objectives.
  • Overseeing compliance with Building regulations and GPA standards for mechanical and electrical building services systems, including providing scope clarifications and negotiating agreements on project specific derogations.
  • Undertaking technical assurance of building services systems at key project milestones, both during design and construction phases of development, including practical completion.
  • Assessing project delivery programmes and overseeing subcontractor delivery, undertaking site quality surveys, and producing progress update reports.
  • Overseeing testing and commissioning of each MEP work package to verify subcontractor work packages are completed in line with contract requirements.
  • Reviewing contractor and subcontractor proposals for tender.
  • Work with the Sustainability team to provide energy efficient buildings and fit for purpose site utility monitoring and BMS controls.
  • Needs to be capable of working alone or in a large team
  • Will be required to make independent judgements on technical subjects without support as a subject expert for building services systems and related design processes or installation works.

Person specification

Essential criteria:

  • Experience of working in large scale multi-discipline design team environments
  • Experience of delivering high value construction projects, taking a lead role in negotiating agreements between multiple stakeholders
  • Supplier/client relationship management

Desirable criteria:

  • Background of working in or with the public sector property

Experience & Technical Skills

Essential criteria:

  • Significant experience of MEP design and construction
  • Delivery of sustainable, energy efficient buildings, including Part L, the use of BREEAM and NABERS and the use of performance contracting
  • Testing and commissioning building services systems for project handover
  • Developing project-specific employer requirements for building services
  • Project management
  • Government or BSRIA Soft Landings process
  • Experience of delivering projects using Revit to BIM Level 2 or working to ISO 19650

Desirable criteria:

  • Background of working in or with the public sector property

Qualifications and Accreditations

Essential criteria:

  • Bachelor's degree in a relevant field to building services (such as mechanical, electrical, or environmental engineering)
  • Chartered Membership of a relevant professional engineering body (e.g. CEng MIET) to qualify for the Gold Standard recruitment and retention allowance (5000/year)

Desirable criteria:

  • Relevant project management qualification (eg ChPP from APM)
  • Energy Professional certification (Certified Energy Manager from EI).

Basic RRA of circa 5000/yr and Gold Standard RRA of circa 5000/yr are non-pensionable, non-contractual bonuses paid on top of the G7 pay band salary of 56,500 - 62,554. In addition, as this is a permanent staff role, the GPA is within the wider Cabinet Office pension scheme, which offers members a 28.97% employers pension contribution, worth circa 16,300 annually.
