HMRC is made up of Customer Groups which are working independently towards one common goal. Our role sits within HMRCs Chief Digital & Information Office (CDIO) Group that deliver in-house solutions for a broad range of technical and operational issues. Our digital delivery centres are hi-tech, state-of-the-art facilities that allow our teams to maximise their capabilities.
Successful candidates will work within CDIO Business Tax, supporting the Intermediaries area. The team provides a single, coherent product view of intermediary-facing live services, change demand and forward roadmaps within CDIO. Working closely with Service Owners, tax regime owners, policy, operational and digital delivery teams, Product Managers will help shape, prioritise and prepare intermediary-impacting initiatives before they enter delivery. The role supports effective governance, visibility of dependencies and alignment to agreed standards, helping ensure change is safe, coherent and ready to progress.
Job description
A Product Manager is responsible for supporting a product team to shape, build and release digital products or features. Product Managers understand the business goals, the user needs for the service, and the different options for how to build and scope the digital product according to those needs. Product Managers at HMRC can make use of learning and development opportunities to continue developing their product management skills. Product Managers at HMRC follow the Government Digital and Data (GDaD) capability framework and career paths.

- Set the product vision, strategy and scope: Define how the product will work to support the organisation or services goals and set the scope for what the product will initially do as an MVP, to how it will continually improve as organisational priorities, user needs, evidence and dependencies change for a large product or service. In this role, this may include discovery and early shaping activity for intermediary-facing products, services or initiatives before they enter delivery.
Stakeholder management: Engage with stakeholders to understand their goals from the service and product, secure their buy-in for the product vision and roadmap, and maintain good working relationships, including managing negotiations over the scope and timelines for product development and aligning priorities, dependencies and readiness for delivery. This will include working with Service Owners, tax regime owners, policy, operational and digital delivery colleagues.Collaborate with multidisciplinary product teams: Collaborate with a multidisciplinary team, which could include user researchers, service designers, business analysis, and software engineers, to shape and build the product or service, and to support its readiness for delivery where appropriate.User Insight Integration: Work with performance analysts and user researchers to gather customer insights on products and services for iteration and improvement.Develop and maintain the roadmap: Prioritise the order in which high level features and functionality is built and released, based on what is most valuable to build first, and communicate this through roadmapping. Get buy in for the roadmap from key stakeholders and maintain the roadmap, prioritising and adding enhancements to the product over time to continually improve the product or service. Roadmaps may also include shaping, dependency and readiness activity where this supports coherent entry into delivery.Develop and maintain the backlog: Identify the team tasks, user stories and priorities needed to build the functionality on the roadmap, informed by intermediary and tax adviser needs, available insight and relevant KPIs . Create and maintain a clear, prioritised backlog that helps the team focus on the right outcomes for users. Work with the team to manage delivery in a way that is appropriate to the product or delivery context, ensuring the backlog is maintained to a high-quality standard.Build and maintain products to a high-quality standard: Collaborate with colleagues such as designers, user researchers, BAs or engineers to create products and services that are highly reliable, usable, and accessible for users with accessibility needs, in line with the government service standards.Track and improve product performance: Product managers should be able to define how the product or service will support the organisations goal, how that success will be measured (by defining the objectives and key results), and measure progress against these. They should be able to identify improvements and iterations based on feedback to make products and services more successful.Option Evaluation: Collaborate with area leads to assess development options for products or services, including high-level financial implications and, where relevant, delivery and dependency considerations.Community Engagement: Actively participate in the product management community of practice through initiatives, sessions, talks, or activities that help other product managers.Support and develop other product managers: this can be through line management, coaching or mentoring more junior product managers or supporting peers.Successful candidates will be supported to develop their career within the Product Management profession, including potential progression into other Product Management roles, Lead Product Manager roles, or broader digital and service leadership roles.
Essential Criteria
Candidates should be able to demonstrate:
- Experience of using qualitative or quantitative evidence, such as user research, customer feedback, service metrics or operational insight, to understand problems and inform product decisions.
Experience of building and maintaining positive stakeholder relationships, including working with stakeholders to understand priorities, manage differing views and secure buy-in for product direction, roadmaps or plans.Experience of understanding problems within a service, product or process, and working with others to identify practical, user-centred and outcome-focused solutions.Experience of prioritising work based on value, user need, risk and organisational priorities, including gaining stakeholder agreement for associated plans, roadmaps or delivery approaches.Experience of leading or supporting a product, project or service-related initiative to achieve its stated outcomes.Ability to collaborate with other professions and specialist skill sets, such as user research, service design, business analysis, delivery, policy, operations or software engineering, to shape products or services.Ability to understand how success should be measured and tracked for a product, service, project or process change, and to use insight to support continuous improvement.Desirable Criteria
It would be beneficial if candidates can demonstrate:
- Experience of working in a service-oriented product environment, including shaping or coordinating change across multiple teams, services or business areas, and working with Service Owners or equivalent roles to align priorities, dependencies and readiness for delivery.
Experience of working with intermediary-facing, agent-facing, third-party, software integration, tax, financial, data or similarly complex digital services.Knowledge of user research, service design, interaction design or software engineering practices, and how these can be applied to design and improve digital products and services.Transitional Sites
