The Civil Society and Youth (CSY) directorate aims to build a fairer society, in which government, civil society, and businesses are able to work together to tackle societal challenges and foster stronger communities. We are the Government leads for civil society responsible for a dynamic set of policy areas relating to voluntary, community, and social enterprise organisations, young people, and the impact economy, with over 100 staff based across the UK.

The Grants and Sponsorship team is a highly driven, friendly unit that covers a broad remit, including the design and delivery of a range of Civil Society grants. The team also has responsibility for DCMS's sponsorship of the National Lottery Community Fund.

Job description

We are looking for a high-performing individual with experience of developing and managing impactful grants for a SEO role in the supportive Grants, Sponsorship and Projects Team, which sits in the Civil Society and Youth Directorate in DCMS. The Local Covenant Partnerships Fund is a high-priority programme implementing the Civil Society Covenant at a local level in 15 areas.

In this stretching and rewarding role you will work closely with colleagues across DCMS, other government departments, and the voluntary sector. You will have the opportunity to work closely with the delivery partner, Locality and its consortium, as well as building relationships with the local areas to understand how they are delivering their local covenants.

Responsibilities for the role include:

  • Management and oversight of the delivery of the high priority 11.6m Local Covenant Partnerships (LCP) Fund grant delivered by Locality UK and its consortium.
  • Supporting day-to-day delivery of robust grant management processes and financial oversight.
  • Working closely with DCMS analysts, oversee and provide policy support to the high profile 1m programme evaluation.
  • Supporting the delivery of other grants across the team, including day-to-day delivery of robust grant management processes.
  • Drafting briefings for a range of audiences (including ministers and senior officials), keeping core lines up to date, and responding to Parliamentary Questions & correspondence.
  • Engaging with a wide range of stakeholders, including senior officials, Ministers and voluntary, community and social enterprise (VCSE) partners.
  • Working flexibly with a changing portfolio as programmes mature and in response to evolving wider priorities, which may include developing new programmes and supporting business case development.

Person specification

Essential requirements:

  • Experience of project, policy or programme delivery and/or grant management; managing suppliers and monitoring the delivery of outcomes by recipients of funding.
  • The ability to work at pace on a number of complex issues, prioritising effectively and delivering timely, quality outcomes.
  • Strong written and oral communication skills, able to set out complex ideas with clarity.
  • Strong project management/delivery skills and experience of financial planning /management
  • Excellent stakeholder engagement skills, building strong interpersonal relationships and role-modelling a collaborative approach with both internal and external stakeholders.

Desirable skills:

  • Experience of evaluation/research and working with analysts
  • Knowledge of the ethos of the voluntary sector and volunteering
  • Knowledge or experience of the Civil Society Covenant
