Key Accountabilities
Operational Delivery and Process Leadership
- Subject matter expert for the entire Purchase-to-Pay (P2P) process and lead operational delivery for Corporate Services contracts. Providing full compliance with financial standards and Managing Public Money guidelines.
- Work closely with teams throughout the department and key collaborators to continuously enhance processes and ensure compliance, improving data accuracy, integrity, and accessibility.
- Work alongside Contract Managers and broader partners to advance the Pipeline Procurement and Contracts Database (Atamis), boosting data quality and usability across the department.
Leadership & People Management
- Lead the team by setting clear objectives, handling performance, and supporting professional development. Championing a culture of collaboration, accountability, and continuous improvement.
- Ensure effective allocation of resources and workload to meet service delivery targets, advancing risks with proposed mitigation strategies.
- Provide cross-cover within the Finance Operations Management team during peak periods and annual leave, ensuring continuity of key tasks such as ad‑hoc payment approvals, bank reconciliations, and cash management.
Governance & Reporting
- Review monthly performance of the function and evaluate its service delivery in relation to departmental needs.
- Produce and analyse monthly and quarterly commercial MI, delivering insights to support senior stakeholder decision‑making.
- Act as the authority on Government Finance and Government Commercial Functional Standards.
- Lead all aspects of audit requests and timely responses to PQs and FOIs.
Process Improvement & Risk Management
- Identify and introduce operational changes within the function to improve efficiency and lower risk.
- Lead on delivering real-time management information to improve departmental process compliance.
- Develop, maintain, and assure Standard Operating Procedures and control frameworks to mitigate fraud and error.
Stakeholder Management & Engagement
- Lead stakeholder engagement activity, working closely with Central Finance and other partners to build strong, positive relationships that support operational improvement.
- Communicate complex commercial and financial information clearly and effectively, providing expert advice to non‑specialists.
- Manage the development and rollout of training to enable business areas to conduct procurement accurately and proactively.
Coordinate supplier performance reviews and contribute to contract management activities to ensure value for money.

AAT or CIPS Level 3 part or fully qualified or prepared to study towards.

- Changing & Improving: Able to demonstrate an understanding of transactional and financial reporting standards and implementing process improvements.
- Experience: Experience of managing a P2P (Purchase-to-Pay) function and working with Oracle ERP or similar systems.
