Job summary
The Station Environmental Protection Advisor (SEPA) plays a crucial role in advising and assisting the RAF Marham Head of Establishment in discharging their responsibilities under the Environmental Protection Act 1990, and other associated legislation. The SEPA will need to be proficient in the MS suite of applications as they will be expected to manage databases and create reports.
This position is advertised at 37 hours per week.
Job description
Management of the Unit's Environmental Management System in accordance with JSPs 418 and 816.
The completion of 1st Party Audits to ensure environmental compliance across the RAF Marham estate.
Implementation and Maintenance of the Station's Environmental Impact Assessments.
Assisting and advising Property Management Teams (via OC EMS and DIO Project Teams) in the supervision of contractors to ensure their activities do not place the Unit at risk of environmental non-compliance.
Providing specialist advice in the event of a pollution incident; meeting reporting requirements, providing advice on remediation options and acting as the liaison with enforcement authorities.
Supporting the Area Utilities Manager with a view to reducing energy and water waste through behavioural change and by identifying capital investment options to improve building energy/waste efficiency; this will include providing advice on specialist waste streams.
Maintaining a close liaison and establishing a positive working relationship with regulatory bodies including; CESO (RAF), The Local Authority, Natural England, DIO technical specialists, SEPAs on other MOD units, Contractors and the Project Aquatrine Provider.
To act as subject matter specialist on the Health & Safety Working Group and the Functional Safety Management Committee.
Promoting awareness throughout the Unit of EP, Sustainable Development and conservation issues and activities. This will include acting as the Chair for the Station Conservation Group.
Acting in close liaison with the Stn Fire Officer, Stn Environmental Health Technicians, Stn Pollution Control Officer, and Stn MACR Co-ordinator.
Investigate incidents that occur both on and off the airfield, where the environment may have been affected. Seek advice from SMEs as required and make recommendations for remediation, ensuring execs and external agencies are informed as required.
Maintain currency in relevant policies and processes, and mandatory training.
Act as the focal point for Dangerous Substances and Explosive Atmospheres Regulations, ensuring the Unit's database is maintained.
Conduct any other associated duty as directed by the Station H&S Adviser
Person specification
Essential - NEBOSH Environmental Management Certificate or equivalent. If they do not hold this qualification they must be prepared to obtain the qualification within 6 months of starting the role.
Essential - Full UK Driving Licence
Essential - Proficient in the use of MS Suite
Highly Desirable - NEBOSH General Certificate
