Job summary

Driving extensively across the North Regional footprint in a MOD vehicle, providing Health, Safety & Environmental advice and guidance to the Cadet Force Adult Volunteers at the 220 plus Units. Much of the duties are carried out during the evenings (Monday to Friday), to meet the 3 yearly cycle of assurance visits when the Units are operating.

This position is advertised at 37 hours per week.

Job description

  • To assist the Regional Commandant, by providing the appropriate HS&E support the region and by coordinating all HS&E issues to meet RAFAC, RAF and MOD objectives.
  • To assist with the implementation and maintenance of RAFAC Safety & Environment Management Systems (SEMS) to the appropriate standards and to report progress to CESO (RAFAC) and where appropriate, the Regional Commandant.
  • To provide the appropriate level of HS&E training, inspection and audit to RAFAC formations within his/her area, conduct/assist with the investigation of accidents, as appropriate and when directed, other areas of the RAFAC.
  • To facilitate the RAFAC compliance with the Health and Safety at Work etc Act 1974, Environmental and supporting legislation, MOD regulations and guidance as directed by CESO (RAFAC).
  • Providing a secondary focal point for HS&E matters within the RAFAC, the post holder will report concerns through CESO (RAFAC) and inform Regional Commandants when appropriate.
  • Communicate RAFAC HS&E Policy accompanied by the appropriate level of advice and guidance.
  • Ensure that accidents, dangerous occurrences and near misses within his/her area of responsibility are investigated and reported appropriately, in a timely manner and to maintain an accurate database.
  • To deliver, within budgetary constraints, the appropriate level of HS&E training to RAFAC personnel in accordance with self managed programme and as directed by CESO (RAFAC) and Regional Commandants.
  • To carry out inspection programmes as directed by CESO (RAFAC) and participate in audit activities to provide evidence of compliance with legislation and local instructions, where appropriate.
  • To keep abreast of latest HS&E, RAFAC, RAF and MOD policy and legislation changes and advise accordingly.
  • Provide HS&E advice to Regional, Wing, Squadron and Volunteer Gliding Squadron staff and related personnel appropriate and as directed by CESO (RAFAC).
  • Provide two-way communication of Region, Wing and Squadron needs. This will be achieved through liaison with HQ RAFAC, Rgnl Comdt and the appropriate formations.
  • Attend and take an active part in HS&E related meetings and presentations where appropriate. This will involve meetings with the 5 fellow Regional Safety Advisers and the RAFAC Safety Centre personnel.
  • Collate and communicate statistics and reports concerning the progress of RAFAC HS&E issues, as directed by CESO (RAFAC).
  • Implement the programme for the inspection of Regional, Wing, Squadron H&S procedures and documentation, as directed by CESO (RAFAC).
  • To identify HS&E weaknesses and assist by provision of solutions that will enable recovery of the situation.
  • Provide advice and guidance on specific Higher Level Risk Assessments (HLRA), risk assessments, eg PUWER, LOLER, MHO, PPE, DSE and other appropriate activities.
  • Provide advice and guidance on HS&E matters to Civilian Committees, where appropriate.
  • Liaise with local enforcement authorities and communication of the outcome to CESO (RAFAC).
  • Maintain the professional status of the post and ensure that continued training and competence is appropriate to his/her specialist area.

You must also:

  • Provide appropriate information to your Line Manager, Chief of Staff North Region to allow a suitable and sufficient assessment of risk.
  • To report all accidents, injuries and near-miss dangerous occurrences promptly to Line Management.

Providing advice and guidance to the Senior CFAV cadre, Wing Executive Officers and the Regional Commandant, also by highlighting any concerns found in the course of your duties.

You are responsible for the health, safety and welfare of yourself and others within your area of responsibility in accordance with the MOD Health & Safety Handbook (JSP 375), the Health and Safety at Work etc Act 1974, and other associated legislation and regulations. In addition, you are responsible for protecting the environment from any actions by yourself in accordance with Environmental legislation and relevant instructions issued by a higher authority.

You must also:

  • Provide appropriate information to your Line Manager to allow a suitable and sufficient assessment of risk.
  • To report all accidents, injuries and near-miss dangerous occurrences promptly to Line Management.
  • Must hold NEBOSH (General) Certificate in Occupational Safety & Health or equivalent.
  • Full UK driving licence is required.
