Job description
The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy!
We will deliver the Government's three overarching objectives for shared services:
1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.
The Departments forming the Matrix Programme include Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business and Trade (DBT), Department for Energy Security and Net Zero (DESNZ), Department for Education (DfE) and His Majestys Treasury (HMT).
Person specification
Short Summary:
We are looking for a Resource Manager Support to assist the Resource Function within the Matrix Programme for a minimum period of 12 months to cover Maternity Leave.
The candidate will work closely with the Resourcing team on all recruitment processes and managing the workforce data. The successful candidate will be people focussed, confident in data management, have great relationship building skill and be a self starter who can help to keep the Matrix Operations team running smoothly.
This role will ideally suit a candidate who is looking for a temporary step up from their current role, or somebody who may not have worked in this area previously and is looking to gain some experience in a Resourcing/Recruitment support role
Key Responsibilities include but not limited to:
Resource strategy support work alongside the wider resourcing team to implement planned resource strategies in line with Matrix Programme requirements and standards
Support on managing end to end civil servant and contingent labour workers recruitment processes.
Project Support Providing additional support where required, within other Project Management functions, for example Client Side Contract Management Onboarding and Offboarding consultants, updating distribution lists for new joiners, and liaising with the team on end dates/workforce planning.
Support with managing Matrix Resourcing inbox keeping the inbox tidy and responding to all queries within a set SLA
Stakeholder Management Engage with work-stream leads and hiring managers on recruitment management requirements alongside resourcing business manager
Data Management Collect and maintain timely and accurate data to report on project resource and capability activities.
Manage and maintain the Matrix Programme Organisational Charts/Structures for the programme and its departments.
Manage and maintain Resourcing team SharePoint site.
Work closely with Operational Contract Management team to ensure all recruitment activity and data is aligned
Build strong relationships with a variety of Matrix and DSIT wide stakeholder for all resourcing and recruitment matters.
Support with HR Assurance admin and BAU tasks.

Interpersonal skills - ability to develop and maintain strong stakeholder relationships.
Strong communication skills both written and verbal with a variety of stakeholders
Working knowledge of using Microsoft Office tools such as Excel, Outlook, PowerPoint
Working knowledge of using and navigating SharePoint
Desirable Criteria
Experience of working in a Project/Programme Environment desirable but not essential
Project Delivery Professional Qualifications such as:
APM Project Fundamentals
APM Project Management Qualification
PRINCE 2 Foundation
PRINCE 2 Practitioner
Managing Successful Programmes Foundation
Managing Successful Programmes Practitioner
PMI Certificate in Associate Project Management
