The Building Safety Regulator (BSR) is a newly formed Non Departmental Public Body (NDPB), legally established in Jan 2026 and operationally established as an independent public body from the 1 June 2026. The BSR was established in response to the Grenfell Tower incident and so plays an important role in ensuring the safety of the public living in high risk buildings. This is an opportunity to play a part in that important duty we hold as a safety regulator.
The HR team is newly formed and has a big job to do setting up HR services for the organisation. BSR currently obtains its HR services from HSE but needs to move towards self-sufficiency. This is a rare opportunity to own the establishment of the range of HR services and systems. You will be working as a generalist across the HR functions, primarily focused on HR operations and recruitment but moving to support teams across Health, Safety and Wellbeing, Learning, OD&D and our HRBPs as business needs require. Youll work with stakeholders across the business to establish inclusive, innovative and efficient HR services.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.
Job description
The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE.It has been confirmed that the ALB will be a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees will be Public Servants, rather than Civil Servants.
All employees will have access to:

- The entitlement to compensation being calculated in line with the Civil Service Compensation Scheme.
Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. However, if they later move to another Civil Service department, continuity of service may not automatically be recognised by the receiving department.
This would be subject to that departments own policies and arrangements.
Key Responsibilities:
- Lead HR improvement projects across HR operations and recruitment, providing flexible support across the HR team while contributing to the development and enhancement of HR systems and services.
- Analyse HR processes to identify inefficiencies, risks, duplication and gaps, using evidence and insight to recommend, present and implement practical improvements that enhance efficiency, consistency and stakeholder value.
- Lead or support the procurement, implementation, testing and ongoing development of HR systems and services, including ERP and payroll projects, ensuring solutions meet operational needs.
- Identify and deliver opportunities for automation and innovation, working collaboratively with stakeholders to design and implement user-focused, inclusive solutions that improve processes and service delivery.
- Lead the mapping and documentation of end-to-end HR processes, maintaining clear and accessible process frameworks while overseeing interdependencies, hand-offs and decision points across HR functions.
- Develop and embed clear governance, ownership and accountability arrangements, including escalation routes and RACI models, to support effective operational management and decision making.
- Support consistent approaches to prioritisation, planning and delivery across HR, promoting effective ways of working and alignment across teams and projects.
- Foster a culture of curiosity, continuous improvement and evidence-based decision making, providing constructive challenge to existing practices to improve outcomes and drive organisational effectiveness.
Person specification
Essential Skills and Criteria
- HR Generalist experience, including HR operations, systems and recruitment.
- Experience of mapping end to end processes and analysing them to identify inefficiencies, gaps, risks and opportunities for improvement.
- Experience of using analysis, insight or structured evidence to recommend and support process or operational improvements.
- Stakeholder management skills, including the ability to influence and work collaboratively with others without formal authority.
- Experience of contributing to change, transformation or continuous improvement activity within an operational or service delivery environment.
- A proactive and curious approach to understanding how work is done, with the initiative to seek out improvements rather than waiting to be directed.
- The ability to work constructively with others, demonstrating strong emotional intelligence, professionalism and a collaborative mindset.
Hybrid working:
At BSR, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.
There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
