Job summary

The SIA is an executive non-departmental public body sponsored by the Home Office, set up in 2004 to regulate certain activities in the private security industry. Currently, we employ nearly 400 members of staff. We are operationally independent of government.

We are now preparing to take on new responsibilities as the regulator of Martyns Law - named after Martyn Hett, one of the 22 people who tragically died on 22 May 2017 in the terrorist attack on Manchester Arena. Martyns Law, introduced by the Terrorism (Protection of Premises) Act 2025, is intended to improve protective security and preparedness at premises and events across the UK.

The new Act will require premises in scope to be prepared to keep people safe in the event of an attack. Certain larger premises and events will also need to take steps to reduce their vulnerability to acts of terrorism.

Martyns Law is primarily a civil, regulatory regime. We will regulate supportively and proportionately but robustly. The SIA will have new guidance, investigatory and inspection functions and a range of new powers and sanctions. Our new Martyns Law functions will sit alongside and complement our existing responsibility for regulating the private security industry.

Job description

This is a rare opportunity for an experienced legal professional to play a pivotal role at a time of significant legislative and regulatory change.

As Senior Legal Advisor, you will be the organisation's trusted adviser, providing expert guidance on complex public, regulatory and administrative law matters while leading high-profile litigation and advocacy before Tribunals and Courts. Working directly with senior leaders and Board members, you will help shape strategic decisions, manage legal risk and contribute to the successful delivery of critical public safety objectives, including the implementation of new legislative frameworks.

This is a highly varied role that combines advocacy, strategic advisory work, stakeholder engagement and legal leadership. You'll manage complex and often novel cases where precedent may be limited, requiring sound judgement, creativity and a solutions-focused approach. From judicial reviews and regulatory appeals to advising on contracts, information law and governance matters, no two days will be the same.

Person specification

Essential criteria

  • PQE+ as a Solicitor or Barrister qualified in England and Wales with current practising certificate.
  • Experience in -regulatory law, public law and administrative law, including advising on complex statutory frameworks.
  • Substantial experience in conducting and managing litigation in courts or tribunals including advocacy and cross examination
  • An understanding of Tribunal and Court rules underpinning appeals, reviews and judicial review
  • Excellent oral and written communication skills.
  • Strong legal research and analytical skills including the ability to interpret and advise on unfamiliar areas of law.
  • Management experience gained in a similar environment.
  • Experience of advising Boards and senior stakeholders.
  • Experience of advising Boards and senior stakeholders.

Desirable criteria

  • Experience of balancing commercial/operational considerations with public purpose.
  • Experience within a regulator, government department, law enforcement agency or national security environment
  • Familiarity with licensing, inspection, compliance or enforcement regimes
  • Experience supporting implementation of new legislation or major regulatory transformation programmes.
  • Experience of civil litigation law and practice.
