Job summary
The Building Safety Division (BSD) delivers BSRs work. It consists of three main teams: Regime Development and Regulatory Support (RDRS), Technical Policy, and Operations. We have multiple opportunities for Senior Policy Advisors to join our dynamic teams listed in the Job Description.
The successful candidates will support operational colleagues to deliver BSRs workplan, engage with industry stakeholders, oversee the operation of government authorised Competent Person Schemes and review / further develop operational policy for various policy areas including the regulation of the building control profession and occupied higher-risk buildings, and in particular the Building Assessment Certificate process and Enforcement Processes.
Building Safety Regulator
The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE. It has been confirmed that the ALB will be a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees will be Public Servants, rather than Civil Servants.
All employees will have access to:

- The entitlement to compensation being calculated in line with the Civil Service Compensation Scheme.
Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. However, if they later move to another Civil Service department, continuity of service may not automatically be recognised by the receiving department. This would be subject to that departments own policies and arrangements.
Part-time working hours are available for these roles. We can accept part time applicants who can commit to working a minimum of 30 hours per week. Please be advised that the one position in Risks, intelligence and Horizon Scanning is available on a full-time basis only.

Responsibilities
You will;
- Deliver high-quality policy advice, analysis, and drafting to support BSRs work across often highly regulated, technical areas.
- Work as part of a multi-disciplinary team to develop evidence-based policy proposals, including providing drafts of high-quality advice and briefing to BSR senior management and Ministers.
- Lead the delivery of the projects and workstreams you are responsible for to agreed objectives and timescales.
- Represent BSRs interests at stakeholder meetings and cross-Government departmental meetings and respond confidently to challenge.
- Quickly establish credibility with both BSR colleagues and a diverse range of external stakeholders by developing a thorough understanding of the underpinning policy, regulatory frameworks and technical and legislative issues, proactively maintaining collaborative networks.
- Proactively build and maintain a network of contacts and work collaboratively and inclusively to ensure that policy proposals are joined up with related policy programmes across BSR and wider Government.
- Contribute to the development and maintenance of internal operational guidance and procedures working with operational teams.
Person specification
Essential Skills and Criteria
You will have:
- Experience in delivering policy development and implementation within a technical or regulatory setting.
- Good communication skills with the ability to negotiate and influence stakeholders to help shape outcomes, as well as a proven ability to write effectively and present complex and technical information in a clear and concise way for non-technical audiences.
- Ability to work under your own initiative and make sound decisions based on evidence and at pace.
- Comprehensive analytical skills to identify underlying issues and develop innovative, sustainable solutions.
- Good organisational and planning skills, taking responsibility for delivering outcomes on time to required standards.
- The ability to work collaboratively as part of a multi-disciplinary team, maintaining positive working relationships with colleagues and external stakeholders.
Hybrid Working
At BSR, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.
There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.
Travel
You will be expected to travel to meetings in the UK to build and maintain relationships both within BSR and with external stakeholders. This may sometimes be at short notice and involve occasional overnight stays.
