Role Overview

The Valuation Office (VO) is recruiting for a Strategy Lead role in our Strategy, Policy and Transformation Group. This role offers a unique opportunity to shape organisational strategy and work directly with senior leaders across HMRC and wider government. We are seeking talented leaders who can navigate complexity, build strong partnerships and successfully deliver outcomes in a fast-paced and evolving environment. This is a key role leading the development of organisational strategies and supporting their transition into design and delivery across the business.

Working closely with senior leaders across HMRC Valuation Office, HMRC and wider government, you will use analysis, evidence and customer insight to shape strategic priorities and inform decision-making. You will also work collaboratively with transformation, design and operational teams to ensure strategic objectives are translated into effective delivery.

This role offers the opportunity to influence organisation-wide priorities, work on complex strategic challenges and build strong partnerships across a wide stakeholder network.

Key responsibilities

The Strategy Lead role is a key position leading the development of organisational strategies and supporting their transition into design and delivery. Key responsibilities include:

  • Leading Strategy Development Defining strategic ambitions, developing strategic business cases, driving strategic analysis and using customer insight and evidence to inform decision-making, whilst putting in place the steps required to deliver the strategy.
  • Transitioning into design and delivery Refining roadmaps and testing strategic assumptions, cost-benefits analysis, partner closely with design, delivery and operational colleagues to ensure appropriate work packs and owners; ensure strategic vision is maintained throughout transformation, design and delivery phases.
  • Ongoing Strategic Support Providing strategy input into investment cases, portfolio assessment and annual business plans.
  • Stakeholder Management Identifying key stakeholders and developing effective relationships to enable collaborative working on strategy development.
  • Develop Strategic Capability Leading the development of strategic skills and knowledge within the team and across the organisation through collaboration, coaching and knowledge sharing.

Person specification

The successful candidate will have a strong track record of strategy development, implementation and/or substantial use of strategic tools and techniques in previous roles. You will have experience of analysing complex issues, turning evidence into practical recommendations and delivering outcomes through collaboration with others.

You will be confident engaging senior stakeholders, building effective relationships and working across organisational boundaries to achieve shared objectives.

Essential Requirements

  • Experience of leading strategy development, including developing strategies that set longer term overarching direction for an operational delivery organisation and/or multiple areas (for example operational, productivity, customer, digital, target operating model etc.) or substantial use of strategic tools and techniques
  • Experience operationalising strategies for large-scale organisations
  • Excellent oral and written communication skills, with the ability to communicate complex information clearly and produce high-quality written products for a range of audiences, including senior decision-makers
  • Experience of building effective partnerships and influencing senior stakeholders across organisational boundaries to deliver strategic outcomes in complex organisational
  • Proven leadership capability, including developing individuals and leading high-performing teams in a complex environment
  • Ability to interpret technical and operational information and translate it into clear strategy advice.
  • Strong analytical skills, with the ability to draw key insights from data and develop evidence-based proposals
  • Experience of developing or working within complex assurance, reporting or performance frameworks.

Desirable:

Understanding of or experience in enterprise design and strategic engagement across complex stakeholder landscapes.
