Job description

Lead a critical role in the Department for Transports Heathrow Expansion Programme, one of the UKs highest-profile infrastructure priorities. As a Grade 7 in the Heathrow Expansion Directorate, you will work on reviewing the Airports National Policy Statement and shaping surface access for an expanded airport. Collaborating across government and with key stakeholders, youll define how passengers, staff and freight access Heathrow, helping deliver a complex, high-profile and politically significant programme at pace.

Your responsibilities will include, but arent limited to:

  1. Lead consideration of policy issues related to access to an expanded Heathrow Airport, including road access and public transport.
  2. Work closely with potential scheme promoters, teams in DfT, National Highways and others to develop the right transport network to/from the airport and ensure

this is delivered in line with the Governments commitments.

  • Lead engagement with key stakeholders on surface access to the airport, coordinating work across a range of issues to support the Governments objectives
  • for surface access.

  • Contribute to the review of the Airports National Policy Statement ensuring that it accurately reflects latest Government policy and objectives for surface access.
  • Contribute to the development of DfT surface access strategy, setting out the Departments view on the right surface access network for the expanded airport.

    Person specification

    Required Experience:

    To be successful in this role you will need to have the following experience:

    1. Working and delivering within a high-profile and contentious environment, producing high-quality products to tight timescales.
    2. Working effectively across modal, Departmental and government boundaries to develop and gain agreement to complex proposals.
    3. Operating in a big picture environment to spot opportunities and interactions across other relevant policy areas
    4. Excellent communication skills, with strong personal impact and ability to produce high quality written material.
    5. Effectively managing and leading a team through change and making sure their work and skills continue to develop to align with the needs to the business

    Additional Information

    Working hours, office attendance and travel requirements

    Full time roles consist of 37 hours per week.

    Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 22 hours per week.

    This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

    The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

    Occasional travel to other offices will be required, which may involve overnight stays.
