Job summary
This Higher Executive Officer (HEO) role is within the MOD Treasury Management Banking Team. The postholder will play a key role in managing departmental banking activities, ensuring compliance with HM Treasury (HMT) policy, and maintaining effective control of MOD bank accounts.
The role includes line management of two Executive Officers and involves regular engagement with internal and external stakeholders, including HM Treasury, Government Banking (HMRC), and the National Audit Office.
This is a varied and fast-paced role requiring strong organisational skills, attention to detail, and the ability to manage competing priorities in a customer-facing environment.
This post is full-time (37 hours per week) and requires coverage across 5 working days.
Job description
As a Higher Executive Officer, you will:
- Lead the compilation and submission of the monthly Departmental Cash Forecast (NCR).
- Monitor daily bank balances to ensure appropriate funding levels and compliance with HM Treasury policy.
- Manage funding transfers to MOD corporate bank accounts and ensure accurate recording in the General Ledger (GL).
- Analyse banking activity and ensure all transactions are accurately reflected in financial systems.
- Maintain oversight of foreign currency balances (USD and EUR), including processing spot purchases where required.
- Ensure effective governance of MOD bank accounts, including maintaining mandates and controlling access to public funds.
- Oversee the reconciliation of sterling and foreign currency bank accounts.
- Act as a key point of contact for banking providers, HM Treasury, HMRC Government Banking, and the National Audit Office.
- Respond to stakeholder queries, including MOD business units and external organisations.
- Line manage two Executive Officers, supporting their development and ensuring effective workload allocation.
- Manage the team shared mailbox, prioritising and assigning work as appropriate.
- Support continuous improvement of Treasury Management processes and data, including alignment with future system requirements (e.g. J2C).

Essential Criteria
- Strong communication and stakeholder engagement skills, with the ability to build effective working relationships.
- Ability to work in a fast-paced environment and manage changing priorities.
- Good attention to detail and ability to work accurately with financial data.
- Strong Excel skills, including data analysis and reporting.
Desirable Criteria
- Experience of line management or team leadership.
- Knowledge of banking operations, treasury management, or public sector finance.
- Experience working with financial systems and General Ledger processes.
