The Nuclear Transport Operations Group (NTOG), within the Director Warhead Group is responsible for delivering a transport function that is resilient, leads supporting partners and leverages expertise from across government and Industry and is innovative in how it delivers training.
The NTOG Security Manager acts as the internal authority on all security related aspects of DNO Transport Operations including the provision of security related, support and direction to the Nuclear Emergency response OP BANKNOTE and is to act as the internal/external technical lead, focal point and SME on all security related aspects of DNO Transport Operations.
The post is responsible for the production and assurance of the operational security justification, authorising implementation of all security aspects of transport operations and their support/ enabling arrangements, establishing technical classification guidance, identifying security requirements, and maintaining security management plans. The post holder will be also responsible for the delivery of an NTOG security assurance programme, working closely with NTOG stakeholders to assure operational delivery and planning, and with DNO Security Assurance teams to ensure local security plans, departmental policy and regulatory expectations are met and appropriate evidenced. They will act as a focal point for Security Risk Management Arrangements and the implementation of JSP 440 Supplement 1, JSP 503 and JSP 628. The post shall work closely with the DNO security communities and NTOG stakeholders, and participate in relevant management and governance fora, in order to ensure that the NTOG programmes is and remains secure.
This post is advertised at 37 hours per week.
Job description
You will lead the development, implementation and assurance of nuclear security across DNO transport operations, ensuring compliance with Defence Security Regulations, JSPs and wider nuclear security policy.
In this role, you will:
- Develop and maintain nuclear security policies, plans and the NTOG Nuclear Security Baseline for the transport of radioactive material (RAM).
- Act as the Intelligent Customer for security-related contracts, ensuring suppliers deliver against nuclear security requirements.
- Establish security frameworks that enable secure by design solutions, supporting system certification and accreditation.
- Lead threat and vulnerability assessments to identify and manage risks to critical transport systems.
- Produce and maintain nuclear transport security cases, integrating Security Informed Nuclear Safety (SINS) with safety case development.
- Manage security-related change in line with transport change management policy (e.g. WD000009), including developing Cases for Permissioning and Approval to Operate.
- Lead assurance and regulatory engagement with DefNucSyR, including Regulator Interface Forums (RIFs).
- Manage hold points, regulatory evidence and compliance statements to support approvals and governance.
- Oversee cyber security risk assessments and accreditation of transport security systems.
- Work with other security SMEs within DNO and across Defence and wider government to ensure alignment with interfacing facilities and wider Defence Nuclear governance arrangements.
- Provide expert security advice, guidance and peer review across NTOG and its stakeholders.
Hybrid and flexible working can be considered for this post but will need regular workplace attendance due to security constraints. Candidates are encouraged to discuss options with the recruiting line manager before submitting an application.
This post attracts the NSQEP Recruitment Retention Allowance of up to 14,000 per annum. This allowance is discretionary and is dependent on a candidate's ability to successfully demonstrate and evidence their competence, qualifications, and experience to an independent panel of Subject Matter Experts.
