An exciting opportunity has arisen for enthusiastic and knowledgeable housing professionals with building/construction, leadership and performance management experience who can make a difference to our residents and their homes.
The Housing Investment Service is responsible for the management and delivery of responsive and cyclical maintenance, specialist compliance works, planned improvement works and refurbishment schemes to a stock of 24,000 domestic properties, garages and associated buildings and surroundings.
The service is structured around key delivery areas, with teams responsible for Compliance work delivery both tenanted dwellings and communal areas, Responsive Repairs, Voids, Gas Servicing Repairs, Electrical, Planned Improvements, Asbestos, HS, Asset, Finance, Customer Engagement, Contract Support, Home Ownership and Claims. All teams work closely together to provide a uniform and consistent service for all our customers and stakeholders.
The Service is responsible for an annual revenue maintenance budget of c£27m and an annual capital improvement programme in excess of c£55m, both of which aim to actively keep properties in good repair and reduce disrepair, fire safety risks, repairs and disruption for our customers, whilst ensuring ongoing compliance with all relevant building, fire, gas and landlord regulations and associated legislation.
As a social landlord, we are particularly focussed on excellent customer care and support to persons living in our homes, aiming to provide the best possible customer journey/experience, and are always looking to tailor our service delivery to accommodate individual customer needs.
The Job
We are looking to appoint one newly created role of Principal Housing Surveyor to performance/line manage teams of Project Surveyors to deliver Compliance work to both tenanted dwellings and communal areas. This will include complex repairs across the city to assure the maintenance and improvement of the quality of the Authorities housing stock.
Core tasks include:-
Line management of Project Surveyors - Performance/Quality Assurance /HS /HR /Learning and Development
Technical inspections for Compliance work delivery both tenanted dwellings and communal areas work programmes (electrical, Gas, Lifts, asbestos etc) including Damp Mould and evaluating properties to the Decent Homes Standard.
Carrying out risk-based evaluation in line with the Housing Health and Safety Rating System (HHSRS)
Give technical advice and support to ensure compliance of BS7671 (IET Wiring regulations)
Ensure fulfilment of Statutory Obligations regarding relevant legislation, for example the Social Housing Regulation Act 2023, Awaab's Law Regulations 2025
Prepare and present reports for members and contract documentation
You will have significant experience of surveying residential properties and will be expected to transport yourself throughout the city to undertake site inspections.
The post holder must be flexible to ensure the operational needs of the Council are met. This includes the undertaking of duties of a similar nature and responsibility as and when required, throughout various workplaces in the Council.

PRINCIPAL ACCOUNTABILITIES:
1 Strategy - Identify, evaluate and recommend initiatives for implementation within Neighbourhoods and Housing Strategy in order to maximise the opportunities of best value planning.
2 Customer Focus - Appraise and determine solutions to operational and technical problems through discussions/negotiations with applicants, agents, contractors and partners ensuring projects are delivered on time and a high quality of service is maintained.
3 Performance Management - Assess contractor capability and implement quality management systems to monitor contractor performance and compliance with contract documentation and schedules. To implement a performance management system for the service ensuring effective operational service delivery and continuous improvements in service quality and overall performance.
4 Leadership - To lead and provide a professional, responsive and high quality surveying/agency service for customers requiring financial assistance /loans to bring their property up to the Decent Homes Standard of repair/improvement and also Disabled Adaptation Assistance to provide adaptations that will enable disabled people to continue to live in their home and improve their quality of life.
5 Statutory Obligations - Ensure the Hull City Council fulfils its Statutory Obligations in relation to Integration and Better Care Fund: The Disabled Facilities Capital Grant.
6 Manage, lead, guide and advise a team of professional technical staff to enable high quality work to be consistently produced. Regularly monitor, audit and review work undertaken to verify compliance with policies, procedures and service delivery plans. Produce, deliver and implement training programmes for surveyors and contribute to the development of computer systems in order to maintain a high quality surveying service through knowledgeable professional staff.
7 Prepare and present reports to Area Committees, other members and public meetings.
8 Research and implement new developments in legislation, building construction, energy efficiency, best practice and equipment to remain responsive in providing a cost-effective service and obtain value for money from contractors undertaking works to private and council housing.
9 Create and co-ordinate the production of contract documentation, contract specifications and related reports to verify that all contracts comply with council procurement strategies and relevant legislation.
10 Maintain an expert knowledge of private housing legislation, legislation relating to the needs of disabled people, government advice and guidance, and national best practice so as to verify compliance with Council, statutory and best value requirements.
11 Produce and control budget expenditure profiles and co-ordinate workloads to monitor the efficient management of the housing capital budget for private sector renewal and cross tenure housing adaptations.
