Job title: SILC Team Leader

Salary: C1 £28.598 Pro Rata (40 weeks)

Hours: 37

Contract: Term time only

Location: Westland Road

As a SILC TL you will supervise a cohort of SILC team of drivers and Passenger assistants to deliver the day-to-day provision of the passenger transport service across the Leeds authority to approx. 4700 customers daily.

As a SILC TL, you will bring to the role:

  • Excellent communication skills both verbal and written
  • Professional, caring, and confident in developing positive relationships within passenger transport, partner sites and parents and guardians
  • A systematic, pragmatic approach to problem solving and the ability to work under your own initiative
  • Ability to embed legislation and council policies ensuring compliance with health and safety regulations
  • Hold a D1 driving licence

About the role

This is a hands-on, operational role that can be demanding at times, but is also highly rewarding. You will be responsible for the daily coordination of operational resources, including a team of drivers and passenger assistants. Acting as the service liaison officer, you will build and maintain strong working relationships with staff, sites, and parents or guardians.

You will play a key role in embedding relevant legislation and council policies, ensuring full compliance with health and safety regulations. Working closely with the Resource Coordinator, you will support attendance management, training, and performance management across the team. A laptop and mobile phone will be provided, and proficiency in Microsoft Office applications is essential.

Job purpose

To support the operational functions within CEL Passenger Transport in the provision of quality services which consistently meet customer requirements .

Responsibilities

  • To ensure the effective service delivery to the specified standards.
  • Always assist with the day to day co-ordination of operational resources and services working flexibly with colleagues and customers as operationally required.
  • Under the direction of the Senior Resources Coordinator and appropriate manager, interpret specifications/requirements. Develop, implement, and monitor safe systems of work, take corrective action, and ensure continuous improvement. To be proactive in response to service failures and to challenge and address issues positively.
  • Assist in the management and deployment of human resources including; managing staff performance, sickness: working within the council's Attendance Management Policy and Procedures providing support to staff and arranging the provision of staff training and promoting their continual development and Health and Well Being.
  • Develop, implement, and maintain appropriate administrative procedures.
  • Ensuring provision, safe use and maintenance of equipment and materials.
  • Promotion, implementation, monitoring and the preparation of information within the section relating to ISO 45001, OHAS 18001 Health and Safety, VOSA, and EMAS.
  • Complete regular monitoring/review of education routes, customers day centres/schools and the quality of the transport service delivered both in - house/external (Private Hire) and the overall service provided to customers.
  • To participate in an Out of Hours provision facilitating emergency appropriate changes.
  • To assist in coordinating and planning staff training days within Education settings and CEL Passenger Transport.
  • To use appropriate Microsoft applications, Transport software platforms (365 Response) and mobile devices to assist in delivering a transport service that is always efficient and cost effective.
  • To drive an assigned term time education transport route. Ideally, with a LCC vehicles residing at your home address or school site.
  • To act as the services customer liaison officer with members of a school site and with parents/guardians when required.
  • To work collaboratively with LCC and school colleagues in the effective management of sensitive/complex transport cases.

  • To take personal responsibility under, abide by and promote the Council's Health and Safety Policy to staff under their control and self.
