Job summary
Are you a qualified finance professional looking to play a key role in shaping capital investment in a national organisation? We are seeking a Finance Manager (Capital) to lead and develop our capital accounting function and support the delivery of our Capital Programme.
The postholder will provide expert financial advice, ensure robust governance and compliance with NHS Wales and Welsh Government requirements, and play a vital part in supporting strategic investment decisions.
We are pleased to offer this position as either a substantive Band 7 appointment or, for part-qualified (CCAB/CIMA) candidates who demonstrate the potential to undertake the role but do not yet meet all the requirements for appointment at Band 7, as a supported training and development post under Annex 21 of the Agenda for Change Terms and Conditions of Service.
Main duties of the job
- Lead and manage the Trust's capital accounting function , including capital expenditure, reporting, and capital charges
- Maintain and develop the Fixed Asset Register and capital accounting systems
- Ensure compliance with International Financial Reporting Standards, NHS Wales Manual for Accounts, and Welsh Government guidance
- Support the preparation of the Trust's Annual Accounts , including capital notes and audit requirements
- Provide financial input into business cases and capital plans
- Monitor capital spend against the Capital Resource Limit
- Act as the key contact for internal and external audit on capital matters
- Lead on VAT treatment relating to capital schemes
- Line manage staff and support their development
- Represent the organisation at internal and all-Wales finance forums

Job responsibilities
Band 7 and Annex 21 Trainee Route
The level at which the successful candidate is appointed will be determined through the recruitment and selection process, taking account of their qualifications, knowledge, relevant experience and ability to demonstrate the full requirements of the Band 7 role.
Candidates who meet all the essential requirements of the Band 7 person specification will be appointed directly at Band 7.
Where the successful candidate requires further development before undertaking the full responsibilities of the role, they will be appointed under Annex 21. They will undertake a structured development programme tailored to their existing knowledge, experience and learning needs.
The programme may last for up to three years, although a shorter period may be agreed depending on the individuals starting point.
The development programme will include clear learning objectives, competencies, timescales and regular review points. Progression to the substantive Band 7 role and salary will be subject to the successful completion of the agreed programme and demonstration that all the required Band 7 competencies and any relevant qualification requirements have been achieved.
Pay during the Annex 21 development period
During the development period, salary will be paid in accordance with Annex 21 of the Agenda for Change Terms and Conditions of Service.
Those already employed within the NHS will remain on their current salary, in accordance with the Annex 21 arrangements. For those who are external to the NHS, the salary payable will be determined by the anticipated length of time required for the successful candidate to complete the development programme as follows:
- Up to 12 months before completion: 75% of the maximum of Band 7
- More than one year but less than two years before completion: 70% of the maximum of Band 7
- More than two years but less than three years before completion: 65% of the maximum of Band 7
The appropriate starting percentage and anticipated duration of the development programme will be confirmed at the point of appointment, taking account of the successful candidates existing qualifications, knowledge, skills and experience.

Qualifications and Knowledge
Essential
- Appropriate degree in a relevant discipline or equivalent qualification or level of knowledge and skills (e.g. Accounting, Finance, or Business).
- CCAB / CIMA Qualified & Member of Professional body.
- Up to date on Latest Accounting Standards and recommendations.
- Evidence of Continuing Professional Development
Experience
Essential
- Significant experience working in a finance department
- Experience of using Oracle Financials and iProcurement system (or similar)
- Advanced specialised knowledge and experience of financial management and business planning.
- Awareness of audit requirements
- Recruitment, management, supervision, setting workload, appraising and development of staff.
- Experience of annual accounts and financial accounting processes
- Experience of writing reports on technical finance issues which can be understood by non-systems or non-finance people
Desirable
- Experience of leading project groups and/or representing the organisation in meetings
- In depth understanding of NHS Financial Controls
- Experience of implementing financial controls and communicating those to the wider organisation

- Proficient in the use of standard Microsoft software, such as Outlook, Teams, Word, Excel, PowerPoint.
- Excellent written and verbal communication skills, with the ability to convey information clearly and sensitively.
