Job summary

An exciting opportunity has arisen within Camden Health Evolution (CHE) GP Federation for a HR Advisor to support HR functions, offering strategic support and expert guidance to ensure the continued success of the Federation and its member practices.

CHE employs approximately 45 individuals across various roles, including staff funded through the PCN ARRS (Additional Roles Reimbursement Scheme). The HR Advisor will be instrumental in managing and developing this diverse workforce, aligning HR strategies with the Federation's objectives, and promoting the professional growth and wellbeing of all employees.

Main duties of the job

The HR Advisor will manage a caseload of employee relations matters, providing timely, professional HR advice to line managers and CHE management on absence, performance, disciplinary, grievance, and organisational change matters.

Working closely with senior management, the post-holder will oversee day-to-day HR operations, ensuring legal compliance and best practice while developing practical, business-focused solutions. The role includes strategic and operational support for workforce planning and development across multiple GP practices, helping build a skilled, resilient workforce.

This is a hands-on, proactive role suited to an experienced HR Advisor or an individual looking to take the next step, with a proven track record in a dynamic and diverse HR role. While the position offers flexibility, the post-holder will be required to travel to PCN member practices to engage with employees and Practice Managers as needed, alongside working from the CHE office.

Interviews for this role will take place as follow:

  • Friday 4th September & Monday 7th September - initial screening calls on Teams (15 mins)
  • If successful, formal face-to-face interviews will take place on Thursday 10th September

Camden Health Evolution (CHE) Ltd is a GP Federation that supports the Central Camden Primary Care Network (PCN). The PCN consists of 8 member practices, serving a registered population of approximately 80,000 patients.

All practices within the PCN are members of the CHE GP Federation, sharing its vision, mission, values, and key priorities. The PCN is highly innovative, delivering services with the support of CHE, aimed at improving the quality of care and outcomes for patients.

Job responsibilities

The HR Advisor is responsible for the following core duties. Additional tasks may be required depending on organisational needs, workload, and staffing levels.

Recruitment & Onboarding

  • Responsible for the full recruitment process, including advertising, shortlisting, interviewing, and appointing candidates.
  • Oversees end-to-end onboarding, including offer letters/contracts, references, immunisation and qualification checks, DBS checks, induction packs, and introducing new starters to policies and mandatory training.
  • Ensure all new starters receive a timely, comprehensive induction.
  • Notify the Finance Director of all starters, leavers, and contractual changes for payroll processing.
  • Support line managers to develop and regularly review job descriptions and person specifications.
  • Point of contact for all HR matters, including employment terms, pensions, contracts, and policy compliance.

HR Operations & Systems

  • Maintain and administer internal HR systems (e.g. BrightHR), ensuring data accuracy and efficiency in reporting.
  • Monitor employees' clocking in/out via Blip, following up by email where discrepancies arise.
  • Manage annual leave approvals, liaising with practices where required.
  • Manage staff sickness absence, including responding to related emails, logging cases on BrightHR, requesting and chasing return-to-work forms, and maintaining the sickness spreadsheet.
  • Monitor statutory training compliance and ensure all employees hold the necessary qualifications and training for their roles.
  • Maintain accurate, up-to-date employee records, including records of meetings and investigations, compliant with data protection and CQC requirements.
  • Run monthly probation and sickness/absence reports, actioning as required.
  • Support the resolution of employee concerns and complaints, including formal investigations as required.
  • Complete reference requests for current employees and leavers.

Compliance, Policies & Governance

  • Ensure employment contracts and the Employee Handbook are current, legally compliant, and regularly reviewed.
  • Develop, implement, and review HR policies and procedures in line with employment legislation and best practice.
  • Ensure HR records are maintained in line with GDPR and confidentiality requirements.
  • Prepare and process contract amendments as required.
  • Support communication and understanding of HR policies across the organisation.
  • Promote equality, diversity, and inclusion in recruitment, policy application, and workplace culture.

Employee Relations & People Management

  • First point of contact for HR queries, including flexible working, grievances, and employee relations matters.
  • Coordinate the annual appraisal cycle, supporting managers to ensure timely completion.
  • Manage offboarding, including exit interviews and leaver records.
  • Support absence, performance, capability, disciplinary, and grievance cases using fair, consistent processes, including return-to-work interviews.
  • Coordinate and participate in informal and formal HR meetings and investigations, chairing where required.
  • Liaise with external HR advisors on complex or high-risk matters.
  • Support TUPE transfers, ensuring legal compliance and effective employee integration.
  • Promote positive workplace relationships and effective dispute resolution.

Training & Development

  • Identify and address training and development needs based on appraisals and organisational requirements.
  • Analyse staff survey and exit interview feedback to inform development priorities.
  • Keep the mandatory training platform, BlueStream, updated with joiners and leavers.
  • Run regular compliance reports from BlueStream, updating line managers as needed.
  • Coordinate staff attendance at internal/external training to support growth and career progression.
  • Support initiatives such as apprenticeships, mentoring, and leadership development.

Workplace Health & Wellbeing

  • Ensure risk assessments are completed for all new starters and reviewed annually.
  • Facilitate employee access to occupational health services where needed.
  • Proactively identify and manage risks in line with organisational health and safety protocols.
  • Champion staff engagement and wellbeing strategies to promote a positive and inclusive workplace culture.

Person Specification

Experience

Essential

  • Minimum 3-5 years' experience in generalist HR role
  • Experience of end-to-end recruitment and onboarding
  • Experience managing HR systems and data
  • Experience of managing or supervising staff
  • Experience advising managers on performance, conduct and capability
  • Experience supporting the development of HR policies
  • Experience of dealing with difficult and sensitive situations in a diplomatic and professional manner
  • Experience with employee engagement surveys and staff feedback systems
  • Experience in conducting audits

Desirable

  • Experience of working within a healthcare or primary care setting
  • Experience of working in other system partner organisations, such as local authority, education, or voluntary sector
  • Experience in leading HR strategy and initiatives
  • Experience of writing detailed and fully costed business cases
  • Demonstrable experience of leading or advising on organisational change, including workforce planning, redundancy, reorganisation, and TUPE transfers.
  • Experience of preparing and presenting/co-presenting cases at internal employment appeals
