Job summary
The postholder provides expert oversight of safeguarding systems and reporting platforms, ensuring data quality, compliance with statutory requirements, and effective information sharing across NHS organisations and safeguarding partnerships. They analyse complex information and produce clear reports, trends and recommendations that support assurance, learning and continuous improvement.
Acting as a specialist advisor on safeguarding intelligence, the postholder works collaboratively with internal and external partners, contributes to multi-agency forums, and ensures the effective flow of safeguarding information. Through horizon scanning, analysis and system leadership, they help identify emerging risks, support effective safeguarding responses, and promote a culture of learning, improvement and accountability.
Main duties of the job
- Lead the collection, analysis and interpretation of safeguarding intelligence from a range of sources.
- Produce high-quality reports, dashboards and insights to identify trends, risks and opportunities for improvement.
- Provide expert safeguarding advice and intelligence to support strategic planning, assurance and decision-making.
- Develop and maintain safeguarding data systems and reporting processes to ensure accurate, timely and reliable information.
- Work collaboratively with NHS organisations, safeguarding partnerships and other stakeholders to support integrated safeguarding activity.
- Lead and coordinate safeguarding projects, workstreams and improvement initiatives across the system.
- Present safeguarding information and recommendations to a variety of professional audiences and governance forums.
- Support the development, implementation and review of safeguarding policies, procedures and service improvements.
- Monitor safeguarding performance, risks and outcomes, promoting continuous improvement and organisational learning.
- Build effective relationships and networks across local, regional and national safeguarding communities.
- Contribute to the dissemination of learning from safeguarding reviews, audits and national developments.
- Provide leadership, guidance and support to colleagues and wider teams in relation to safeguarding intelligence and project activity.

Job Purpose
This post is with the Safeguarding Team and will use data to strengthen organisational safeguarding practice by leading the collection, analysis, and interpretation of intelligence from a wide range of internal and external sources. It ensures that safeguarding leaders, operational teams, and strategic partners have timely, accurate, and actionable insight to identify risk, improve outcomes, and support effective decisionmaking.
The postholder provides expert oversight of safeguardingrelated systems, including the management and optimisation of all safeguarding reporting platforms such including those shared with NHSE, Providers NHS organisation and Safeguarding Partnerships and ensuring data quality, consistency, and compliance with statutory and organisational requirements. They translate complex information into clear narratives, trends, and recommendations that enhance learning, support assurance processes, and drive continuous improvement.
The role also acts as a specialist advisor on safeguarding intelligence, maintaining strong working relationships across agencies, contributing to multiagency meetings, and ensuring that information flows appropriately between internal teams and external partners. Through proactive horizon scanning, analysis, and system leadership, the postholder helps the organisation anticipate emerging risks, respond to safeguarding concerns effectively, and embed a culture of learning and accountability.
The post holder will operate a range of systems including:
- NHSE data collection for the SCAT, SCRT and CYPiC and utilise local data and comparisons for the purpose of local reporting.
- Safeguarding Dashboard information tracking Key Performance Indicators for commissioned services.
The post holder will work closely with Business Intelligence colleagues, understanding the wide range of data collated within the ICB/ICS and how this may be used to support safeguarding improvements.
There is a key role in supporting the development of Safeguarding Partnership Data sets demonstrating the effectiveness of Multi-Agency Safeguarding Arrangements

Core Duties and Responsibilities
1. Lead the collection, analysis, and interpretation of safeguarding intelligence from internal systems, external partners, and multiagency forums.
2. Produce highquality reports, dashboards, and briefings that identify trends, emerging risks, and learning opportunities.
3. Provide expert safeguarding insight to senior leaders, operational teams, and governance groups to support evidence-based decision making.
4. Utilise safeguarding related data to produce information that can be used to evidence statutory and regulatory requirements, evidence and inform safeguarding improvement plans and commissioning decisions.
5. Operate effectively in a flexible and demanding environment and proactively engage with ICS system partners, clinicians and contractors working on safeguarding related issues and topics.
6. Participate in relevant internal and external safeguarding related working groups/projects, services and initiatives to provide information and analytical advice and expertise. This will include work with a range of Safeguarding Partnerships and Boards.
7. Develop and implement safeguarding data collection systems that will provide accurate and timely data.
8. Management of risk and risk mitigation across the safeguarding spectrum.
9. Present safeguarding information and issues, including highly complex issues, to a wide range of ICS partners and external stakeholders.
10. Provide and receive highly complex, sensitive and contentious safeguarding information, presenting information, to a wide range of stakeholders in a formal setting.
11. Commit to working and engaging constructively with ICS partners on a range of safeguarding business sensitive issues.
12. Nurture key relationships and maintain safeguarding networks internally and externally, including national networks.
