Job summary

The PCN Operational Manager - Integrated Primary Care will be employed to undertake any operational work required of Rugby Health Ltd (RH) to support the development and financial success of Coventry and Warwickshire Integrated Primary Care (IPC). The role will ensure the requirements of member practices are considered in all discussions which will add to, and inform, RH and IPC directors decision making.

This role will also undertake other RH operational business, as required. The postholder will be expected to play a pivotal role in the development of IPC contracts and work with IPC, RH and other external parties to enable successful development of integrated neighbourhood teams (INTs).

Main duties of the job

The postholder will be required to demonstrate a comprehensive understanding of the NHS, including the roles and functions of NHS organisations and the wider primary care sector. They will have experience of working within or alongside general practice and possess a sound understanding of the national policy direction for primary, community and secondary care, including the ambitions set out in the Fit for the Future: Ten Year Plan for England and associated planning guidance. The role requires practical and strategic knowledge of healthcare improvement methodologies and experience in supporting the development of primary care services at scale through collaborative arrangements such as federations, primary care networks and groups of general practices.

The postholder will be responsible for developing and maintaining effective relationships with a wide range of local stakeholders, using strong influencing, negotiation, training and facilitation skills to support successful service delivery and transformation. They will be expected to place the interests of patients and practices at the centre of discussions, decision-making and service development, while recognising the need to balance individual healthcare needs with broader population health priorities. A strong commitment to good governance, professional standards and compliance with the NHS Code of Conduct is essential.

Duties and Responsibilities

The Operational Manager will meet the following core expectations:

Attend the monthly IPC operational committee meeting with a presumption of leading certain aspects of IPC operational delivery.

Support the RH IPC Director(s) to ensure the smooth development of the Network.

Write and assess tender bids and contracts

To be involved in the management and development of the link with Rugby Healths involvement with Rugby INTs

To produce benefit/risk and quality reports of proposed, new IPC developments, as required.

To be responsible for the oversight of the resource identification for any developments.

Ensure any proposals will not lead to breaches of GDPR and other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance To be the first point of contact for any queries from IPC, member practices or other external organisations regarding IPC operational matters. To undertake operational work requested by the Rugby Health Operations Director or Clinical Director.

Handle specific information, which may be sensitive, complex or confidential and appropriately recording, transferring and/or coordinating such information in accordance with the Data Protection Act; Caldicott Guidelines and the Confidentiality Code of Conduct

To be responsible for the organisation and planning of own workload to meet set deadlines

To carry out other duties which are appropriate to the skills and competencies of the post holder and grade of the post as the priorities of the service change

Any other duties as may be requested by the Clinical Lead or Operations Director of the PCN
