We are delighted to offer this exciting opportunity to become the Regional Postgraduate Dean in the North East and Yorkshire region. This is an exciting opportunity for an individual with excellent leadership and problem-solving skills, and with strong knowledge and understanding of multi-professional education.
The role of Postgraduate Dean in England has evolved over a number of years as a result of changes in healthcare education and training, the implementation of Revalidation, the emergence of new workforce solutions and the continuing development of the NHS England (NHSE) Workforce Training and Education Directorate - WT&E, (formerly Health Education England - HEE).
The role of the Regional Postgraduate Dean embraces corporate, statutory, and non-statutory functions. It aligns closely with the NHS England Workforce, Training and Education directorate and is focused upon improving patient and trainee safety and experience and supporting service transformation.
Clear leadership from the Regional Postgraduate Dean must support the development of the whole workforce. An inclusive, whole workforce approach needs a broad expertise to bring together all aspects of education, training and development across the breadth of the workforce and be able to work effectively with other clinical regional leads within NHSE and across the system.
This is a varied and challenging role with a wide reach across NHSE WT&E's business areas and across all levels of the organisation.
Main duties of the job
As a system leader, the post holder will:
- Act as a senior clinical and educational leader at local, regional and national levels.
- Ensure the quality, safety and effectiveness of learners, learning environments and education programmes.
- Fulfil relevant statutory, regulatory and professional functions, including General Medical Council Responsible Officer statutory and legal responsibilities.
- Champion multi-disciplinary and multi-professional healthcare education and support development of the whole workforce.
- Work with the Regional Director of Workforce Training and Education, Regional Medical Director and system partners to support challenged organisations and fragile services.
- Act as an ambassador for NHS England Workforce, Training and Education, promoting collaboration, inclusion and continuous improvement.
- Support education and training to contribute to regional workforce priorities, service transformation and improved patient outcomes.

Job responsibilities

- Provide expert clinical and educational advice to regional and national leaders on education, training, learner quality, workforce development and associated service implications.
- Ensure robust governance, assurance and quality management arrangements are in place for education and training, aligned to statutory, regulatory and professional standards.
- Ensure safe, inclusive and supportive learning environments for resident doctors, dentists, pharmacists and other learners across clinical settings.
- Lead and influence across organisational boundaries, working with providers, integrated care systems, regulators, higher education institutions and professional bodies.
- Support delivery of national and regional workforce priorities, including transformation linked to care closer to home, digital innovation and prevention.
- Identify, escalate and help resolve education and training risks, particularly where learner safety, patient safety, service fragility or organisational challenge is identified.
- Provide senior leadership to teams and programmes, including effective management of people, resources, budgets, performance and change.
- Model NHS values and inclusive leadership behaviours, creating a culture of collaboration, accountability, respect and continuous improvement.

Qualifications
Essential
- Registered health professional with current UK professional registration
- Registered Medical Practitioner with a current licence to practise is desirable where the role includes General Medical Council Responsible Officer responsibilities.
- Management qualification, equivalent senior leadership experience, and/or a qualification or higher degree in medical education or equivalent.
Knowledge and Experience

- Significant knowledge and understanding of postgraduate medical and dental education, including quality management, learner support and regulatory requirements
- Significant knowledge and understanding of multi-professional education and development.
- Knowledge of current teaching, learning and assessment methodologies and their application in complex clinical education settings.
- High-level knowledge of workforce planning, workforce development and the education and training implications for health and care services.
- Senior management and leadership experience in education and/or service delivery at regional or national level.
- Experience of business planning, budget management, performance management and managing underperformance in individuals, programmes or contracts
