Job summary
An exciting opportunity has arisen within the Children and Young People's Complex Care Team for a Senior Commissioner to support an ambitious improvement programme for children and young people who require individualised packages of care across North Central London.
You will provide collaborative leadership across the system, working with children's and adult services, Continuing Care and Continuing Healthcare teams, local authorities, commissioners and other partners to improve outcomes and experiences for children, young people and their families.
You will play an important role in developing effective pathways, strengthening partnership working and ensuring care is high quality, well governed and provides value for public money.
We are looking for someone with strong communication and relationship-building skills, who can work flexibly, manage competing priorities and bring a supportive, compassionate and inclusive approach to leadership.
Experience of Continuing Care, Continuing Healthcare, Complex Care, commissioning or staff leadership would be valuable. We welcome applications from people who can demonstrate transferable skills and relevant experience.

Main duties of the job
- Provide operational leadership on behalf of the Integrated Care System to support high-quality services for children and young people requiring individualised packages of care.

Contribute to the development of pathways and commissioning functions that improve the quality, effectiveness and experience of care across North Central London.

Build collaborative relationships across health, social care, local authorities and other partner organisations.

Maintain a clear overview for the Head of Complex Care of children and young people requiring individualised care, alongside related funding, commissioning and governance arrangements.

Support effective governance, quality and performance arrangements, ensuring resources are used appropriately and provide value for public money.

Develop and maintain trusted relationships with internal and external stakeholders, supporting shared priorities and constructive decision-making.

Work flexibly across organisational boundaries to respond to changing priorities and improve outcomes for children, young people and their families.

Promote an inclusive, compassionate and person-centred approach to commissioning and service improvement.

Education/Qualification
Essential
- Educated to masters level or equivalent level of experience of working at a senior level in the specialist area.
- Evidence of continuing professional development.
Experience
Essential
- Extensive experience in one or more of the areas of the commissioning cycle: Business case development, Strategy development, Data analysis, Technical specification writing, Procurement, Contracting, Quality Assurance & Performance management.
- Experience of negotiating with a range of internal and external stakeholders to manage challenging situations and improve performance and value for money from providers
- Proven track record of having successfully managed a portfolio of programmes / projects
- People management experience
Skills & Knowledge
Essential
- Appreciation of the relationship between the Department of Health and Social Care, NHS England and individual provider and commissioning organisations, and how this is changing in the context of the NHS Long Term Plan and the Government white paper on integrating care.
- Excellent understanding of complex individualised commissioning and the challenges and opportunities in this specialist are
- Ability to identify risks, anticipate issues and create solutions and to resolve highly complex problems in relation to project or service delivery
- Ability to understand a broad range of highly complex information quickly and making decisions where opinions differ/no obvious solution
- Ability to work without supervision, providing specialist advice to the organisation, working to tight and often changing timescales
