The Insight team are pivotal to support the delivery of the vision and ambition of Shropshire Council to be a data led organisation to improve decision making. The Team Manager is responsible for the vision, strategy and planning of data and business intelligence and to gain efficiencies through process redesign and digital transformation. As the Manager of the Business Intelligence and Insight function, you will play a role in enabling service transformation and organisational improvement in line with the Council's vision, values and strategic objectives. The Team Manager will lead the Business Intelligence and Insight Team and is responsible for the vision, strategy and planning of data and business intelligence to enable Shropshire Council to become a data led organisation and to digitally transform and gain efficiencies through process redesign. Data management and business intelligence and Insight takes place across a variety of systems and services, with the centralised team being experts in data exploitation, research, analytics and insights. It maintains a proactive view of policy, legislation and data trends, or unintended and consequences of national, regional, or local decisions and alerts commissioners and other decision makers as appropriate. It has specialist provision meeting service areas needs. intelligence; horizon scanning for emerging issues, You will also be responsible for leading the Corporate Business Insight and Public Health Intelligence team, agreeing and allocating intelligence work and taking a leading role in contributing to the development of a new Intelligence function that works closely between both the Council and Integrated Care Board (ICB) and other Strategic Partnerships including the Shropshire Safeguarding Community Partnership. You will support the design and delivery of the Statutory Public Health responsibilities for intelligence including the Joint Strategic Need Assessment process and transformation programmes in line with the Council's vision, values and strategic objectives, with a specific focus and involvement in how the Council develops as a Commissioning Organisation and how it works with current and future providers to develop services to deliver evidence-based outcomes. The Public Health Intelligence team is multifunctional and combines team members with background and experience across performance management, research, intelligence and policy. The team draws on information and data from local and national data sources, from the Data Acquisition and Management and the Feedback and Insight teams, as well as other relevant intelligence sources, to provide commissioners (and partners and providers) with core intelligence and insight of the joint strategic health needs of the local population and advice to enable effective commissioning and design of services, and to manage contracts. You will contribute to ensuring that the services are delivered in accordance with, and underpin, the following: • • • • the priorities of the Council the Vision and Values of the Council the Council's commitment to openness and transparency is responsive to changes in legislation; national; regional and local priorities, • provides the mechanisms to deliver continuous improvement. This will be carried out through partnerships and collaborative working including with Shropshire Council, Integrated Care Board and Health and Wellbeing Board. Overview of your role This role will be instrumental in transforming Shropshire Councils approach to data and business intelligence delivering integrated intelligence and strategic analysis within the Council and across Partners. This is a senior role and the post holder will be key to the effective development and running of the Public Health Intelligence team as well as working across the local health and social care system to fully support system strategic planning. Constructively challenging commissioners (and partners and providers) will be a core feature of the work, pushing ambition to understand demand and need to identify and commission innovative solutions via the creation and presentation of the joint strategic needs assessment (JSNA) plan. With the Public Health Consultant, this role is expected to work with Directors, senior officers from partner organisations, providers, and elected Members. The post holder will lead on the corporate performance management framework and related performance monitoring across the authority, attending senior management meetings and meetings with members. The role will be responsible for a team delivering research, horizon scanning and providing evidence for the delivery of strategies and where appropriate policy. Providing constructive challenge across the authority in relation to performance and commissioning, partners and providers is a core feature of the work. The role will also be responsible for ensuring the team are actively engaging with all services to identify and lead on work that is related data and business intelligence providing guidance and the art of the possible. The post holder will engage with a range of stakeholders, Executive and Assistant Directors, senior officers from partner organisations, providers, and elected Members. Who will your manager be and what will you be responsible for? These responses should be in line with the quality and timescale expectations set out within Shropshire Council's published procedures and/or case allocation emails and discussions. • Responsible for completing within expected timescales all mandatory corporate and role specific training. Training requirements will be detailed in your corporate induction and Personal Development Plan (PDP). Courses are accessed via the council Learning Management System via the Intranet. What will you be doing? • To have oversight of the of the local Health and Social Care Intelligence function to ensure a Population Health Management approach can be delivered for informed decision making in resource planning and commissioning. • To monitor and co-ordinate planning of each aspect of Public Health Intelligence planning activity, liaising as appropriate with lead officers across all identified projects/workstreams. • To report progress of delivery of the Public Health Intelligence planned activity to the Health and Wellbeing Board and its subgroups in accordance with the agreed schedule and to prepare reports for these groups as necessary. • To lead and manage the Public Health Intelligence team including contribution towards the design and evolution of the team offer and structure with support from the Public Health Consultant responsible for the Intelligence function. • Fulfil a technical specialist role covering the delivery of the Joint Strategic Needs Assessment plan, Community Transformation, Performance Management, Cost Benefit Analysis, or Research and Intelligence. • Frequent contact and working with Commissioners (Senior Managers), elected Members to advise on the ...
