Job summary

Job purpose

The Cladding Safety Scheme (CSS) seeks to provide financial support, where recovery has not been possible from those responsible, to enable the remediation of eligible buildings with cladding systems which present an unacceptable life-safety risk.

We aim to improve the lives of affected leaseholders by providing them with more certainty and less worry about the safety and financial burden of their property and restoring confidence in the market.

We work with an outsourced firm to undertake the routine administration of CSS. You will be working alongside the operational management team to deliver critically important administrative functions to underpin achievement of performance at pace. It will be important for you to hold a good working knowledge of the entire process so as to provide contingency cover, as and when needed. For the stage(s) of the journey which you are primarily involved, you will deliver administrative tasks autonomously, accurately and timely in line with established procedures, escalating to the operational Senior Management team as appropriately.

You do not need to have specialist skills in construction or building safety, though of course these would be helpful but importantly will be comfortable working in a high volume and pace led environment.

Part of the work could include supporting our outsourced administrator to bring buildings into the scheme, so that they get funding and are fixed in a timely manner for the benefit of leaseholders and residents.

With a commitment to collaboration and agile working you will support the wider team and our delivery partners to learn and embed principles of continuous improvement in all areas of work, learning and iterating to ensure we maximise delivery and the impact of the programme.

Key accountabilities and responsibilities

  • Administer applications in line with the agreed operating procedures, both accurately and timely.
  • Know when to escalate or seek support from the operational management team.
  • Ensure, in line with the scheme of delegations and SLAs, that all secretariat and payment related tasks are actioned efficiently and effectively to ensure that public funds are administered in accordance with established procedures and that we fulfil our contractual obligations to applicants.
  • Trial and evolve our processes, regularly contributing to improving our standard operating procedures to achieve the pace and safety outcomes we have committed to delivering.
  • Identify ways to improve our digital systems to enhance the end-user experience and achieve the quality of our evidence gathering to underpin our stretching performance targets.
  • Analyse and report management information; you are responsible for the accuracy, timeliness and completeness of the management information for the stage of the applicant journey in which you are primarily involved.
  • Be flexible to undertake additional responsibilities to support the wider CSS team to deliver priorities if required.
  • Homes England employees are expected to be flexible in undertaking duties and responsibilities commensurate with the general character of the role and level of responsibility.

Person specification

Key skills, knowledge and experience

  • Knowledge and/or experience of property and construction is desirable.
  • Experience in administering funding programmes.
  • Ability to work independently as well as be a good team player and collaborate with stakeholders to achieve common goals.
  • Ability to adapt quickly and proactively to a changing environment.
  • Able to work across types of tasks and actions to underpin achieving performance at pace.
  • Good analytical skills, structured thinking, and logical reasoning; resilient and proactive capable of creative problem solving under pressure.
  • Able to think laterally and creatively to identify improved ways of working.
