The Energy Manager will act as the strategic lead for the implementation of the GPA Energy Strategy across the GPA managed portfolio, ensuring operational alignment with the agencys overarching sustainability and environmental objectives.

Acting as the primary interface and Subject Matter Expert (SME), the post holder will provide critical advisory services on energy compliance and utilities management, whilst supporting the GPAs Integrated Delivery Teams on Minimum Energy Efficiency Standards (MEES), Government Greening Commitment (GGC), and statutory environmental reporting. The Energy Manager will ensure these initiatives synchronise seamlessly with the GPA's Environmental Management System, Utilities Strategy, and Net Zero Programme Delivery Strategy.

Key Responsibilities

Strategy and Leadership

• Lead the implementation of the GPAs Energy Strategy in collaboration with internal and external stakeholders.
• Integrate energy infrastructure within the GPAs broader estate planning, and ensure alignment with the GPAs Environment Management System, Government Greening Commitment, the GPA Utilities Strategy and the GPAs carbon targets.
• Foster close working relationships with internal and external stakeholders, ensuring the Energy Strategy supports investment decisions for asset replacements, future acquisitions, disposals and other property transactions.
• Act as the primary interface for managing energy related enquiries from the workforce, departmental partners, regional supply chain partners, strategic partners and other government departments.

Commercial Management

• Oversee the management of the Utilities Bureaux, ensuring utility bills are validated and corresponding data is transferred to the appropriate GPA systems.
• Manage the utilities ancillary service contracts, to include the procurement of electricity and gas.
• Act as the GPA Lead on the Government Commercial Agency Energy Framework.

Stakeholder Management

• Work closely with local authorities, utility companies, commercial landlords and charging network operators.
• Build strong relationships with commercial partners, ensuring contractual KPIs, customer satisfaction and performance standards are met.
• Promote open, honest communication and collaborative behaviours.

Compliance, Data and Security

• Advise on the energy and utilities components for Minimum Energy Efficiency Standards (MEES), Government Greening Commitment (GGC) and statutory reporting.
• Collaborate with the Environment Management System Working Group and DDaT stakeholders, to lead the setup of a central energy management system, for accurate storing of information and timely evaluation of performance.
• Ensure compliance with all information management, data protection and data security requirements.

Project Delivery

• Act as the energy and utilities management subject matter expert, to the GPAs Integrated Delivery Teams, who lead the planning and delivery of net zero, life cycle replacement, sustainability and workplace services interventions.

And any other tasks requested by your line manager.

• Commercial experience within a large complex organisation, managing utilities and complex supplier contracts.
• Proven track record of developing energy or utilities management strategies that deliver whole-life-cycle value for money and measurable carbon reductions.
• Ability to analyse complex data sets (including metering and billing), to inform cost-optimised, strategic interventions.
• Proven experience of influencing senior decision makers, facilities management providers and commercial landlords, to drive collaborative energy efficiencies.
• Ability to work under pressure; manage the mobilisation of utilities for buildings in transition; and contribute to the delivery of capital programmes and projects within agreed timescales.

Essential Criteria:

Experience working with public sector organisations, utilities, district network operators or local authorities.

Knowledge of planning and permitting processes for infrastructure projects.

Experience of supporting the deployment of metering solutions within a complex estate environment.

Working knowledge of sustainability policies, net-zero and decarbonisation strategies.

Qualifications and Accreditations

Essential Criteria:

Degree level or equivalent qualification in core subject area

Hold or be willing to work towards Chartered Energy Manager or equivalent qualification

Hold or be willing to work towards the APM Project Management Qualification (PMQ)

The post holder will be expected to join the Government Property Profession

Desirable Criteria:

Hold active membership or be willing to work towards professional membership / accreditation of a recognised property or construction professional body. For example (but not limited to) CEMgr; CEnv; CIWFM; ChPP.
