Lead Business Case Manager

At the UK Health Security Agency (UKHSA) we are looking for Lead Business Case Managers to join us in our critical work to protect the nation from health threats. Successful candidates will be assigned to one of our diverse range of projects or programmes with opportunities for you to lead the development of the business case for multiple initiatives such as:

• Major change programmes within UKHSAs Portfolio, aligned to the organisations strategic objectives.
• Health protection projects or other health initiatives.
• Technology programmes or projects.
• Infrastructure programmes or projects.
• Organisational change / transformation programmes or projects.

We are looking for candidates with previous project delivery experience, particularly those with experience of transformational delivery, Government operations reform and/or infrastructure project experience.

As Lead Business Case Manager, you will prepare, develop, and maintain a robust business case, which justifies the necessary investment in the project which will typically be very high in complexity. This will determine if the project is desirable, viable and achievable.

This role is a government project delivery profession role and part of UKHSAs project delivery resource model. It is aligned to the Project Delivery Capability Framework (PDCF) career pathway Business Case Manager G6.

The main responsibilities for this role are as follows:

• Lead the planning, development, and drafting of the business case, ensuring it follows UKHSA and Treasury requirements and makes use of lessons learned from similar projects.
• Ensures that all relevant factors for change are incorporated within a comprehensive business case, including clear rationale for preferred options.
• Develop guidance and provide expert advice to project teams on the requirements and development of the business case, using UKHSA standard templates and HMT 5 case model.
• Present business case rationale to senior leaders and governance boards.
• Work with key stakeholders to anticipate and mitigate issues and delays whilst engaging with senior leaders.
• Lead on adopting configuration management techniques to ensure the business case retains validity throughout the project lifecycle, updating sponsors as required.
• Lead stakeholder engagement to identify, define and quantify benefits. Negotiating to agree the key benefits and work with senior sponsors to ensure expectations are articulated and met.
• Manage key stakeholder relationships, providing challenge to expert input where required, to support the production of business cases, ensuring linkage with benefits realisation
• Champion the use of digital tools and data analytics to develop robust business cases, assess project viability and track benefits realisation.
• Be an active member of the UKHSA Project Delivery Profession Community.

The job holder will be supported to work towards achieving Government Project Delivery Accreditation where they do not already hold this.

Essential criteria:

• Expert knowledge of drafting, developing, and reviewing business cases.
• Significant experience of identifying, planning and tracking benefits.
• Experienced in governance, including establishing project controls and a good understanding of approval routeways.
• Working knowledge of budgeting and cost management, risk and issues management and business change and implementation.
• A visible leader with experience of challenging and negotiating at a senior level.
• Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries.
• Experienced in using digital tools and data analysis to make effective decisions.
