Job summary

The Performance Analyst role will sit within the Operational Excellence team and will play a critical role in supporting Building Safety Division (BSD) operations in delivering the desired impacts and achieving the highest possible standards of quality and performance.

Operational Excellence has worked with operational leads to develop a Performance Management and Reporting Framework outlining how and why operational performance will be measured and used to improve and performance manage teams and individuals, furthermore embedding a high-performance culture aimed at ensuring operational goals are met and cost recovery is tracked and managed. The team will support operational leaders in the identification and management of risk and ensure that barriers to delivery are quickly and effectively removed.

Operational Excellence will also agree reporting requirements and scheduling with key stakeholders. They will create a reporting suite in Power BI, circulate reports then facilitate/act on recommendations agreed by governance meetings for Ops Performance, that are in place.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

Job description

The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE.

It has been confirmed that the ALB will be a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees will be Public Servants, rather than Civil Servants.

All employees will have access to:

  • The entitlement to compensation being calculated in line with the Civil Service Compensation Scheme.

Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. However, if they later move to another Civil Service department, continuity of service may not automatically be recognised by the receiving department.

This would be subject to that departments own policies and arrangements.

This role will form part of the established Operational Excellence team and will play a critical role in supporting the effectiveness and efficiency of BSD operations by undertaking the following key tasks;

  • Track, analyse and report on operational efficiency and effectiveness against modelled assumptions and KPIs
  • Create operational and strategic operational performance reports
  • Engage with stakeholders at all levels of the BSD to ensure reports are created to specification and delivered on time
  • Root cause analysis and changes/challenges made where appropriate
  • Manage data generated across BSD in a clear, consistent and standardised format, ensuring its integrity and providing confidence in BSDs ability to report accurate and up to date information.
  • Generate reports in Power BI for all operational branches of BSD. Initially the focus will be on measuring and amending modelled assumptions against reality.
  • Tracking, reporting and monitoring of availability, utilisation, productivity and target completion.
  • Actively participate in ongoingcontinuous improvement of operations

Person specification

Essential Skills and Criteria:

  • Experience working with large and complex datasets to support operational delivery, while maintaining high standards of data quality and accuracy. (Lead criteria)
  • Ability to analyse and interpret data from a wide range of sources, enabling the identification of trends, patterns, and actionable insights.
  • Skilled in transforming complex data into clear, meaningful visualisations and presentations, ensuring findings are accessible to a variety of audiences.
  • Advanced proficiency in Excel, including the use of pivot tables, formulas, functions, charts, and data consolidation techniques to support robust analysis.
  • Knowledgeable in a range of data analytics techniques, with a solid understanding of data structures, database design, implementation, and maintenance.

Hybrid-Working

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
