Job summary
This role will be key to delivering the Legal team's support of the Building Safety Regulator. The Building Safety Regulator was established to secure the safety of people in and around buildings in relation to risks arising from buildings, and to improve the standard of buildings.
The role-holder will assist the Legal team, in their delivery of enforcement action, advice, and other matters as needed across the breadth of the Building Safety Regulators jurisdiction, including the building control, occupied Higher-Risk Buildings, and regulation of the building control profession functions.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 0.8 FTE (30 hours) per week.
Job description
The Building Safety Regulator (BSR) became an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) on 1st June 2026. The BSR is a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees are Public Servants, rather than Civil Servants.
All employees will have access to:

Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. However, if they later move to another Civil Service department, continuity of service may not automatically be recognised by the receiving department. This would be subject to that departments own policies and arrangements.
You will:
- Oversee casework for non-lawyer staff.
- Be responsible for overall management and implementation of Business Functions including capacity and performance.
- Analyse performance data and providing reports for SLT.
- Line manage and develop of Paralegal staff.
- Oversee paralegal work including prosecutions, public enquiry, Tribunal and other proceedings related to the Building Safety Regulator.
- Monitor monthly spending and tracking prosecution costs.
- Shape and design the future structure of the paralegal teams and leading on their development.
- Innovate new processes to support collaborative working as the work of the team expands.
Travel
You will occasionally be required to travel to other BSR offices for training activities and team meetings.
Person specification
Essential Skills and Criteria:
- Knowledge of criminal prosecutions and criminal procedure
- Experience of managing teams, overseeing their work and contributing to their development at different levels
- An understanding of the importance of management information, its analysis and interpretation.
- An understanding of the role of business support teams and how you can contribute to the running of the business area.
- Experience of representing a team to both internal and external stakeholders.
Hybrid Working
At BSR, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.
There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.
