The post-holder will report to the Procurement Manager.
Job description
Key tasks:
- Provide a strategic input into the development of contracts and their on-going management through the development of appropriate Procurement Strategies.
- Deliver value for money savings from contracts that have been developed against clearly defined contract strategies.
- Develop strong and effective working relationships with service managers, customers and suppliers alike. And network effectively with other procurement functions such as Welsh Government Commercial Delivery (WGCD).
- Undertake procurement sustainability / equality risk assessments ensuring that our procurement is as sustainable as it can be.
- Provide professional procurement expertise to multi-functional project teams delivering value for money through the application of best practice procurement techniques.
- Use interpersonal and influencing skills to gain commitment to new approaches benefiting the Senedd.
- Review and influence contractor performance to ensure continuous improvement in support of the Senedds objectives.
- Manage tender processes. Ensuring consistency and compliance with appropriate policies and identify opportunities for improvement.
- Develop and maintain commercial and market intelligence to support the identification of opportunities and manage risk in both existing and future contracts.
- A key element of the role is the achievement of enhanced commercial awareness within the Senedd through the promotion of best practice procurement principles.
Person specification
Job Specific criteria:
- As a minimum Chartered Institute of Procurement & Supply (CIPS) Level 4 Diploma in Procurement & Supply.
- The post-holder will have strong analytical skills and a good appreciation of the full range of modern procurement tools and techniques.
- Well-developed interpersonal skills and the ability to influence and persuade. Confident and effective communicator.
Desirable criteria:
The following qualities are not essential for this particular post but have been deemed as desirable. These will only be taken into account in the event of two (or more) candidates acquiring the same score at either application or interview stage.
- Working knowledge of Bravo Solutions e-tendering system.
Welsh language criteria:
The language skills for this post have been assessed as follows:
- Listening: Understand discussions and instructions even on unfamiliar topics. (Level 4)
- Speaking: Able to hold an extended conversation with a fluent speaker on most job-related routine and non-routine matters (Level 3)
- Reading: Understand most job-related routine and non-routine text when standard language is used (Level 3)
- Writing: Able to write job-related routine and non-routine text (Level 3)
