What is the Government Media Unit?
The Government Media Unit (GMU), part of the Government Communication Service in the Cabinet Office, has been established as part of a fundamental transformation of government communications to ensure we are able to operate effectively in a highly fragmented and unstructured media landscape. Established in April 2026, the GMU has a clear goal to reach, connect and rebuild trust with UK citizens in the most effective way possible. Our aim is to provide the public with relevant, useful and authentic content when and where they want to receive it and communicate in an entirely new way.
The government has signalled a clear intention to focus on ambitious, measurable, long-term objectives that deliver better outcomes for citizens. This requires a new way of doing government communications which is more joined-up and better reaches our audiences to build awareness, understanding and trust in the Government.
The GMU will proactively deliver on priority campaigns and lead on cross government communications strategy, coordination, and planning. We need people who think differently and who can respond in a flexible way to the ever-changing media landscape. The GMU will collaborate across the wider GCS, No 10 and departmental communication teams across government. We are focused on real-world impact over volume. This team prioritises evidence-based strategies, audience-led insights, and rigorous performance measurement to combat misinformation and drive meaningful engagement. We execute a modern, integrated communications ecosystem, and operate using a structured 'Long, Short, and Live' model, connecting the whole government communications landscape to deliver high-impact, data-driven narratives that turn promises made into promises kept.

Overview
As a Senior Social Creator, you will lead the end-to-end production of scroll-stopping, social-first content that translates complex government initiatives into relatable, human-interest stories. Operating at the intersection of creativity and strategy, you will pitch, script, shoot, and edit high-performing content - ranging from rapid-response trend videos and vox-pops to high-profile shoots with ministers and the public.
You are a social expert who knows how to maximise engagement and respond to trends and culture across TikTok, Instagram, YouTube, and Facebook. You might be familiar and comfortable in front of the camera as well as behind and knowing how to hook audiences in the first 3 seconds comes naturally. Balancing creative experimentation with strict standards, you will ensure all output is fully accessible (captions, alt text), factually accurate, and legally compliant regarding data protection and contributor consent.
You will be deeply immersed in the social media landscape, with an instinctive understanding of what works on each platform and why. Comfortable working independently from concept through to final edit, you will bring fresh ideas to every brief while remaining grounded in government communication priorities and the needs of diverse public audiences. Responsibilities & Duties
- Concepting and creating platform-native content that performs: Lead the creation of scroll-stopping, social-first content, from vox-pops, social formats with ministers and officials, creator-led shoots and reactive trend-driven content.
- Managing end-to-end production: Own the full workflow from development and scripting through filming, editing and publishing. You'll know when to grab your phone for an authentic moment and when to plan a shoot in detail.
- Bring strong technical proficiency to every stage of production, ensuring all output meets the GMU's quality standards and is formatted, captioned and structured to maximise reach, watch time and engagement on each channel. You'll balance creative innovation with accessibility standards, making sure captions, alt text and inclusive approaches are built into your creative process from the start.
- Crafting compelling copy: Write and edit clear, engaging copy for video scripts, captions, on-screen text and other digital assets. You'll translate complex information into language that connects with audiences whilst ensuring accuracy.
- Managing production logistics: Ensure production-related usage/licence agreements, contributor consent and location permissions meet legal standards, with support from the Head of Production.
- Interview diverse members of the UK public, government employees and ministers to transform complex government initiatives into relatable, culturally relevant human-interest stories. Approach contributors with sensitivity and professionalism, drawing out authentic perspectives that resonate with wide audiences and help citizens see themselves and their lives reflected in government communications.
- Work closely with channel managers, producers and story hunters throughout the content development and delivery process to ensure all output is accessible, factually accurate and compliant with data protection and consent requirements. Take shared responsibility for ensuring content meets platform-specific technical requirements and adheres to brand guidelines, supporting a joined-up creative process that delivers consistently high standards across the GMU's social channels.
