The Department for Business and Trade (DBT) is the department for economic growth. We support businesses to invest, grow and export, creating jobs and opportunities across the country. We operate in an increasingly dynamic international environment, with a range of forces rapidly reshaping the global economy. To meet this challenge, the Government launched a new Modern Industrial Strategy in July 2025.

The Local and International Growth Directorate within DBT supports economic growth across the UK by strengthening places, enabling businesses, and connecting local economies to national and international opportunity driving jobs, higher living standards and inclusive growth.

We do that by providing local policy insight and influence to shape growth policy, drive big bet interventions to support business growth in each area, collaborate with local partners to deliver growth outcomes, and connect DBTs international network to unlock global growth opportunities for businesses across UK.

Job description

Support Local Insight for Government Growth Policy

  • Develop an understanding of the local business environment Working with the Head of Strategic Growth to identify opportunities for sustainable growth including domestic initiatives, high value export/scale-up potential, and investment
  • Provide strategic insight for local growth overall, in relation to the Industrial Strategy, working with Department for Business and Trade (DBT) nations sector leads. Influence other government departments, devolved governments, and regional policy, drawing on local intelligence and international best practice
  • Work with Head of Strategic Growth Policy in relation to Nations Growth Mission Fund applications.

Promote Local Business Growth Opportunities

  • Deliver focused activity to ensure high-growth potential businesses in Wales access DBT support, e.g. through the Export Operating Model and emerging DBT Scale-Up support.

Collaborate with Local Growth Partners

  • Deliver engagement with business representative organisations and industry partners across Wales such as the Corporate Joint Committees.
  • Build trusted relationships with devolved governments and other local delivery partners.
  • Facilitate impactful engagement by DBT, including through the delivery of high-profile visit programmes and activity related to the governments Growth Mission.

Support Delivery and Integration of DBT International Network

  • Support the Head of Strategic Growth Policy to cooperate with Offices for Nations and the Foreign, Commonwealth & Development Office to raise awareness of UK Governments domestic growth objectives and overall growth opportunities in Wales predominantly through Brand Wales initiative.

Investment

  • Support management of the Wales inward investment pipeline, ensuring accurate data and timely reporting through DBT/ Office for Investment Customer Relationship Management systems.
  • Contribute to success claim assurance, applying judgement to identify risks, gaps or data quality issues and escalating as appropriate.
  • Coordinate Walesspecific investor promotion and engagement activity, including briefings, materials and followup actions as well as coordination support for place-based investment priorities, including Investment Zones and Freeports.

  • Strong strategic thinking skills.
  • Excellent stakeholder engagement, influencing and management skills to a wide audience.
  • Ability to build and maintain effective working relationships with stakeholders across government and industry.
  • Experience working on policy development.
  • Commercial awareness and understanding of investment and trade dynamics.
