Job description

The Technical Services Engineer role is part of the Technical Assurance Function who are responsible for successfully managing, executing, completing up to handover of a range of building systems projects such as energy efficiency and system replacements. This role will ensure GPA projects for the public office adheres to the correct technical design and legislative standards set out in GPAs Design Guide and Employer Requirements (ER). This role is primarily mechanical, electrical and public health (MEP electrical bias) engineering and will carry out assurance that compliance with building regulations for building systems is adhered to, whilst reporting to the Technical Services Manager. The role includes ensuring the Service Provider is managing the asset for the benefit of the government and its users connected to the systems by monitoring the PPM regimes for the operation, maintenance and management of the systems.

Key Responsibilities:

  • Provide electrical engineering advice, acting as the GPAs SME.
  • Providing the Technical Services Manager with regular, accurate updates on the delivery status for each project to ensure each work package remains aligned with wider programme objectives.
  • Monitoring and assurance of Planned Preventative Maintenance (PPM) activities.
  • Assist the Technical Services Manager by ensuring all CDM and statutory obligations for Health & Safety are met with and maintained.
  • Overseeing compliance with building systems standards and specifications set out in the Design Guide and GPAs MEP standards specification and guidance documents.
  • Coordinating with the Sustainability team on energy efficiency, and the building management and control strategies and designs.
  • Ensuring compliance with building regulations for building systems.
  • Providing technical assistance (advice, assurance and approval) to the integrated project delivery teams.
  • Undertaking technical assurance/due diligence of asset registers.
  • Reviewing the handover documentation and installation of MEP services the Workplace Services Delivery team anticipate to receive from the wide variety of the GPA Capital Projects property portfolio.

We are looking for an experienced MEP professional Electrically biased who can demonstrate knowledge, skill and experience in working within a MEP building services design environment. Experience and Technical Skills

Essential criteria:

  • Knowledge of Operational and Maintenance (O&M) contracts and PPM activities.
  • Comprehensive knowledge and experience of Electrical Building systems
  • Knowledge and understanding of asset management systems CAFM.
  • Knowledge of design principles relating to MEP building systems, energy technologies, green/ efficient building and high performance design.
  • Delivery of a MEP property project, with ideally a background working for an engineering consultancy or client organisation.
  • Development and application of building systems and services for the successful delivery and management of government property.
  • Prioritising of work programme to satisfy business needs.
  • A thorough understanding of technical design management and delivery methods and ability to brief management/stakeholders.
  • A thorough understanding of:

oBuilding Services MEP systems

oBuilding regulation compliance, including but not limited to IET regulations

oRIBA design stages

oConstruction compliance and legislative requirements

  • Effective communication to stakeholders and diverse audiences, with strong oral and written communication skills for client interaction and report writing.
  • Hands-on, highly skilled, adaptive, and client-focused.
  • Professional credibility, self-motivation, proactive and knowledge sharing.

Desirable criteria:

  • Hard FM service and O&M contracts
  • Experience of building electrical systems and installation practices
  • Initiating and completing projects.
  • A key technical role working on MEP commercial property projects
  • Working in multi-disciplinary project teams and building strong relationships across departments
  • Developing project-specific employer requirements for MEP projects.
  • Project management methodologies.
  • Projects using BIM level 2

Qualifications and Accreditations

Essential criteria:

  • Experience in MEP building services FM Services and/or construction building engineering position.
  • NVQ Level 3 Diploma in Installing Electrotechnical Systems and Equipment (or equivalent older qualifications like the City & Guilds 2360 Parts 1 and 2)

Desirable criteria:

  • Bachelor's degree in mechanical, electrical, or building services engineering.
  • Level 4 qualification in mechanical, electrical or building services engineering.
  • Extensive experience working within an engineering MEP design based/construction role.
  • Membership or working towards membership of a professional body (e.g., IMechE ,IET, CIBSE).

You will need to meet the minimum UK residency period as determined by the level of security vetting being undertaken for the role, which for CTC is 3 years UK residency, SC is 5 years UK residency, and DV is 10 years UK residency.
