Job responsibilities

Job Context

• Healthcare public health is concerned with maximising the population benefits of healthcare and reducing health inequalities while meeting the needs of individuals and groups. It does this by prioritising available resources, preventing diseases and improving health related outcomes. Working directly with the Director of Public Health, the postholder will provide strategic leadership and expertise to ensure the Council has a strong healthcare public health offer, working predominantly across the Council, NHS, primary care, Local care Partnerships and the community and voluntary sector.
• You will support the DPH, under the statutory requirement placed on the local authority (under section 6C regulations) to provide the NHS with a public health advice service to inform effective commissioning of healthcare and related matters.
• You will be a key senior officer supporting the delivering of public health expertise to support Council and NHS commissioners make decisions to improve and protect the health of the whole population. This will be informed by health and wellbeing intelligence to make sure services meet local needs to improve outcomes and reduce inequalities.
• You will understand the local context including assessing population needs, identifying needs in underserved communities, assessing quality, performance and productivity of existing provision. Working in collaboration with the NHS, the postholder will ensure there is a comprehensive Joint Strategic Needs Assessment on a range of public health issues across the County.
• You will be the lead senior officer supporting the Director of Public Health to ensure implementation of the Ambitious for Health Programme Prevention and Addressing Health Inequalities workstreams.
• You will provide public health expertise into the design and delivery of the Neighbourhood Health Plan for North Yorkshire and locality working. This involves adopting and encouraging use of a methodologies for continuous quality improvement at all levels that identifies evidence-based approaches, tests, refines and allows scaling if working; incorporating workforce planning in rolling out interventions at scale; supporting working with the community to co-design interventions; working with partners in an integrated way at all levels using all appropriate levers available and behavioural insights.
• This will ensure organisations prioritise and redesign services to give better value. This also means interpreting and communicating public health intelligence to inform service design and resource.
• You will provide public health expertise into Public Health Primary Health Care Services commissioning and will oversee the commissioning and delivery of the Public Health Medicines Advisory Service.
• You will ensure long-term population health planning and contribute the development of strategies; redesigning health and care pathways to maximises value, based on evidence.
• You will define outcomes and indicators for service specifications prioritising interventions that address health inequalities.
• You will lead CVD prevention and oversight of NHS Health Checks programme delivery to reduce the burden of hypertension, atrial fibrillation, lipids, heart failure, diabetes and stroke with particular focus on those most at risk.
• You will work with NHS colleagues and other partners across primary and secondary care to improve the respiratory health of the population including chronic obstructive pulmonary.
• You will work with NHS colleagues and other partners across primary and secondary care to improve the focus on cancer prevention and access to treatment and care pathways.
• You will ensure effective investment and accountability for Health Inequalities Funding.
• This post will be accountable for the management of a resource budget in excess of £2 million.
• You will be a member of the Public Health Involvement and Governance Leadership Team and will carry shared responsibility with other senior team colleagues, for the performance of the whole of Health and Adult Services.
• You will have an excellent understanding of the current public health, NHS and social care policy agenda and how this is impacting on the development of healthcare public health.
• This role will be fundamental in the delivery of strategic service planning to ensure the transformation, saving and strategic priorities are delivered in line with the Council Plan and HAS 2030 underpinned by the Governance Framework.
• The role will require the post holder to work with other Directorates, elected members and other senior colleagues across the Council.
• You will be required to maximise the opportunities of Local Government Reorganisation and devolution and work corporately to instil the values and culture of the new North Yorkshire Council.

Operational Management

• Ensure compliance with all statutory public health and social care requirements across the County within the specific portfolio of work.
• Promote prevention, independence, wellbeing and a community assets-based approach to health and wellbeing at all stages in the population health pathway(s) and across the health and care system.
