As a member of the Economy, Funding and Skills Service within the Place Shaping Directorate, you will support the achievement of these key priorities, making a real difference to the lives of people in Shropshire. The Economy, Funding and Skills Service, sitting as part of the broader Economic Growth agenda within Shropshire Council, are responsible for leading strategic programmes that drive sustainable business growth and inward investment, place promotion and the visitor economy, unlocking external funding opportunities, and strengthening the workforce and skills landscape across the county. Overview of your role The post holder will be responsible for initiating, nurturing and implementing business relationships with existing and new businesses in Shropshire together with fostering investment opportunities to increase economic productivity and support a prosperous economy. Responsible for liaising with partners within the County and externally to contribute to investment propositions to support business decisions to invest. Developing relationships internally and with a range of external public, private and voluntary sector organisations to deliver key outcomes will be critical. Who will your manager be and what will you be responsible for? You will be: ▪ ▪ reporting to the Service Manager - Economy, Funding and Skills who is in turn responsible for your health and safety, training and development. responsible and accountable for two FTE members of staff, acting in a supervisory/managerial capacity, monitoring performance, supporting development and undertaking annual appraisals. ▪ expected to lead and/or contribute to a range of projects and build relations with both internal and external partners in order achieve specified outcomes but will not have direct authority over those involved. ▪ responsible for undertaking and managing the Economic Growth service's programme of business engagement with existing business key accounts and identifying and responding to new investment opportunities. ▪ working alongside key local partners and Central Government departments to build the Council's reputation for inward investment and business development opportunities. ▪ Responsible for preparing responses in line with Shropshire Council's corporate processes and national/regulatory/statutory processes (e.g. complaints, MP enquiries, Information Governance requests, customer enquiries, media enquiries, HR staff investigations etc..). These responses should be in line with the quality and timescale expectations set out within Shropshire Council's published procedures and/or case allocation emails and discussions. ▪ Responsible for completing within expected timescales all mandatory corporate and role specific training. Training requirements will be detailed in your corporate induction and Performance Development Review (PDR). Courses are accessed via the council Learning Management System via the Intranet. What will you be doing? ▪ Manage a cohesive programme of business engagement under the direction of the Service Manager - Economy, Funding and Skills, including with identified key accounts and ensure that the engagement with businesses is two way, feedback and intelligence is gathered and actioned/responded to. ▪ Promote inward investment opportunities and activities including the formulation of links with relevant partners' investment propositions, web presence, and promotional opportunities are made. ▪ Handle inward investment enquiries from the point of contact, identify internal and external support required to respond, manage the responses and evaluate feedback and outcomes. ▪ Gather and maintain intelligence, insight and data from existing businesses and investor enquiries to support opportunities and help direct support and marketing. ▪ Deliver projects and initiatives to support retention and growth of key economic sectors. ▪ Develop and implement performance measures for key account management and investment ensuring these are aligned with the Economic Growth Strategy. ▪ Own and manage the CRM system and work closely with colleagues across the Business Growth and Investment team and other departments in the Council to develop the system. ▪ Develop positive relationships with other Council departments and identify and lead multi-disciplinary teams as appropriate to support business growth and investment. ▪ Work closely with external economic partnerships, Central Government departments and relevant agencies to support delivery of Shropshire's business growth and investment objectives including (but not limited to) the Marches Forward Partnership, Marches LEP legacy partners, West Midlands Combined Authority (WMCA), the Department for Business and Trade (DBT) and Office for Investment (OFI). ▪ Liaise closely with key business networks and organisations, particularly the Shropshire Economic Partnership (SEP), Shropshire Chamber of Commerce, the Federation of Small Businesses (FSB) and Growth Hub network. ▪ Engage and consult with elected Members, local communities, developers, investors, landowners and other key stakeholders to ensure the key objectives of the Economic Growth Strategy are realised. ▪ Understand and apply all relevant economic policies (national, subregional and local) to the benefit of Shropshire's economy and disseminate relevant information to businesses. ▪ Maximise the opportunities for commercial activities and draw in external resources to support projects. ▪ Line manage, develop and direct the work programme for the officers in the team to support the key account and investment priorities. ▪ Prepare and present briefings, updates and reports for managers, members and external partners as required and under the direction of the Service Manager - Economy, Funding and Skills. The post-holder will promote and engage with Council's responsibility to safeguard the welfare of children, young people and adults, and protect their right to be safe from harm. ▪ Expected to undertake all relevant training requirements specifically to the role including formal Hearing / Investigating Officer training relating to Disciplinary / Grievance policies and procedures. What are your conditions of Service The conditions of service are those laid down by Shropshire Council, which have been adopted and amended as necessary from those laid down by the National Joint Council for Local Government Services. This is a hybrid role, requiring the post holder to attend Shropshire for 2-3 day(s) per week, alongside home working arrangements Your post is subject to the following: ▪ The post is fixed term until March 2028, for 37 hours per week, ▪ Normal office hours are 7am - 7pm Monday - Friday and 8am -1pm Saturday with a minimum lunch break of 30 minutes. Occasional evening and weekend work may be required, ▪ The post is subject to the Council's annualised hours scheme as implemented within the specific work area. Annual leave entitlement is a pro rata flat rate scheme of 207 hours (28 days) annual leave plus bank holidays, with five days extra awarded to those staff with five years local government service giving an entitlement of 244 hours (33 days).
